Currently operating units <br /> require frequent, but not difficult maintenance. Generally, the <br /> maintenance required does not interrupt daily operation unless a <br /> major repair such as refractory or component replacement is necessary. <br /> 5D ENVIRONMENTAL IMPACTS <br /> This chapter provides a. brief description of the potential environ- <br /> mental impacts associated with implementing the resource recovery <br /> system. Mitigating measures are identified for adverse impacts. <br /> I POSITIVE IMPACTS <br /> Land Conservation <br /> Resource recovery in Stockton will reduce the mixed municipal waste <br /> stream by approximately 50 percent (by weight) . Assuming a 1 ,000 <br /> pounds per cubic yard in-place landfill density and a depth of 10 <br /> feet, a minimum of 5 acres can be conserved annually. <br /> Production of Energy <br /> The facility as conceptualized is a net producer of energy. For <br /> every ton of refuse processed, 210 Kilowatt-hours (KWH) of electri- <br /> city, or 2 , 600 pounds of steam, can be generated. <br /> Job Creation <br /> Implementation of the resource recovery plant will create 17 new <br /> jobs. Those people employed in transport of recovered materials <br /> and process residues are not included in this range and would <br /> represent an additional gain in employment. <br /> Recovery of Secondary Materials - <br /> The refuse processing facilities are designed to recover ferrous <br /> metals. Approximately 3 ,500 tons will be recovered annually. In- <br /> herent in the recovery of these metals is the reduction in energy <br /> use, air and water pollution, and mining wastes associated with the <br /> use of virgin materials. <br /> II ADVERSE OPERATIONAL IMPACTS <br /> Air Quality <br /> Stack emission standards exist for opacity, particulates, SO2, H2S, <br /> No and odorous substances . In addition to meeting these standards, <br /> new sources must satisfy the requirements of the New Source Review <br /> Rule . This rule essentially prevents the issuance of a permit to <br /> facilities if emissions will cause a violation of, or will interfere <br /> with the attainment or maintenance of local air quality. This rule <br /> applies only to facilities that emit more than 25 pounds per hour <br /> (lbs/hr) or 250 pounds per day (lbs/day) of any contaminate covered <br /> 36 <br />
