DRAFT <br /> a _ <br /> STOCKTON SCAVENGER TRANSFER STATION EXPANSION <br /> SUPPLEMENTAL EI <br /> 1. INTRODUCTION <br /> PROJECT BACKGROUND <br /> Stockton Scavengers Association, a Waste Management Company, operates a solid waste <br /> transfer station at 1240 Navy Drive in Stockton. In 1989 Stockton Scavengers Association <br /> applied to the City of Stockton for a Use Permit expanding operations from approximately 12 <br /> tons per day(TPD)to approximately 300 TPD. The City prepared an EIR(EIR 5-88)which was <br /> certified by the City Planning Commission on June 8, 1989. The City issued Use Permit No. 56- <br /> 88 for the project on June 20, 1989. However,the project was not initiated, and a new CUP and <br /> corresponding CEQA documentation must be prepared to address changes in the project since the <br /> original EIR was certified. <br /> 1989 EIR <br /> The 1989 EIR analysis focussed on potential environmental impacts to Land Use,Public Health <br /> and Safety, and Traffic and Circulation, and identified measures to mitigate all the identified <br /> impacts to less than significant levels. The focus of the EIR analysis was determined prior to its <br /> preparation by a scoping process involving a Notice of Preparation(NOP) and preparation of an <br /> Expanded Initial Study. The NOP and Expanded Initial Study were sent to responsible and <br /> trustee agencies and other interested parties to solicit guidance as to the scope and content of the <br /> information to be included in the EIR. During the scoping process, the following environmental <br /> effects were found not to be significant, or to be mitigable to a level of insignificance by <br /> measures proposed as part of the project, and therefore were not discussed in detail in the EIR: <br /> Visual Quality,Noise, Air Quality, Public Services and Utilities, and Hydrology and Water <br /> Quality. All the environmental impacts of the project evaluated in the 1989 EIR were mitigable <br /> to less than significant levels. <br /> PURPOSE OF THIS SUPPLEMENTAL EIR <br /> Stockton Scavengers Association currently proposes to expand its operations to approximately <br /> 1000 TPD, and to accept other categories of nonhazardous waste in addition to the commercial <br /> and industrial waste currently processed at the transfer station. Presently approximately 1.5 TPD <br /> are processed at the site. The purpose of this Supplemental EIR(SEIR) is to analyze the <br /> potentially significant environmental impacts that result from the changes to the project that were <br /> not analyzed in the original EIR and to update, as necessary, information on current operations <br /> and existing conditions presented in the EIR. <br /> In accordance with the Initial Study conducted for this SEIR(see Appendix A),the SEIR analysis <br /> focuses on the potential impacts of the revised project on Land Use,Air Quality,Traffic,and <br /> Stockton Scavenger Transfer Station Expansion 1 ESA/990190 <br /> Preliminary—Subject to Revision(October 18,1999) <br />
