The required mitigation measures, as identified in the attached <br /> "Stockton Scavenger Transfer Station Expansion Project Findings of <br /> Fact Pursuant to Sections 15091 and 15093 of the State CEQA <br /> Guidelines", relating to "Public Health and Safety" are modified to <br /> read as follows: <br /> B.1. Enclose Transfer Station Building <br /> The owner/operator shall completely enclose the portion of the <br /> proposed transfer station that includes the tipping area, the <br /> waste storage area, the stationary compactors, and the transfer <br /> trailers and roll-off containers being loaded. All wastes shall <br /> be removed from the premises within twenty-four (24) hours of <br /> delivery to the site, except the recyclable materials which may <br /> be held in closed containers. Non-performance due to causes <br /> beyond the reasonable control of operator such as nonrecurring <br /> equipment breakdowns shall not constitute a violation of these <br /> provisions. <br /> B.S.
