The required mitigation measures, as identified in the attached "Stockton Scavenger Transfer Station Expansion Project Findings of Fact Pursuant to Sections 15091 and 15093 of the State CEQA Guidelines", relating to "Public Health and Safety" are modified to read as follows: B.1. Enclose Transfer Station Building The owner/operator shall completely enclose the portion of the proposed transfer station that includes the tipping area, the waste storage area, the stationary compactors, and the transfer trailers and roll-off containers being loaded. All wastes shall be removed from the premises within twenty-four (24) hours of delivery to the site, except the recyclable materials which may be held in closed containers. Non-performance due to causes beyond the reasonable control of operator such as nonrecurring equipment breakdowns shall not constitute a violation of these provisions. B.S. Odor The owner/operator or other authorized agent of the transfer station shall adopt standard operational procedures which emphasize that highly odorous materials are serviced first.
