Certify the project's Final Environmental Impact Report (EIR) No. ER -93-1 as adequate under <br />the provisions of Section 15090 of the California Environmental Quality Act (CEQA) <br />(Attachment A). <br />2. Adopt "Findings of Significant Environmental Impact" (Attachment B). <br />3. Adopt the "Mitigation Monitoring Program" (Attachment C). <br />4. Approve Use Permit Application No. UP -93-4 with the Findings and Conditions of Approval <br />given In the staff report. <br />FINDINGS FOR USE PERMIT <br />1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan <br />and any applicable Specific Plan or Special Purpose Plan. <br />• This finding can be made because the proposed transfer station and composting <br />facility are consistent with the A/G (General Agriculture) designation of the site. No <br />Specific Plan or Special Purpose Plan applies. <br />2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br />facilities have been provided, and the proposed improvements are properly related to existing and <br />proposed roadways. <br />• This finding can be made because the site has frontage on MacArthur Drive, and the <br />provision of adequate drainage, utilities, water, and sanitation have been shown on <br />the site plans or are included in the project description or the Conditions of Approval. <br />3. The site is physically suitable for the type of development and the intensity of development. <br />• This finding can be made because the site contains 39.2 acres, and the site plan <br />demonstrates that all required setbacks can be met. The proposed project and site <br />plan conform to all applicable Development Title regulations and requirements. <br />4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br />or be injurious to the property or improvements of adjacent properties. <br />• This finding can be made because the Final Environmental Impact Report prepared <br />for UP -93-4 concluded that the project would not result in any significant, adverse <br />environmental impacts. <br />11 <br />
