Item No. 2
PC: 12-16-93
ER-93-1/UP-93-4
Page 2
5. The use is compatible with adjoining land uses.
This finding can be made because adjoining land uses in the area are primarily
agriculture and resource extraction. The Final EIR concluded that the project would
not be incompatible with surrounding land uses.
Tracy Delta Solid Waste Management, Inc., is requesting a Use Permit to establish the Tracy Materials
Recovery and Transfer Facility (TMRF) to serve the solid waste disposal needs of the City of Tracy and
the unincorporated south County area. The operation will consist of the recovery of recyclable materials
from the waste stream, the transfer of residual waste materials to sanitary landfills for disposal, wood
processing, and yard waste composting.
The proposed facility will be served by a private well for water supply, an individual septic system for
sewage disposal, and an on-site retention pond for storm water drainage.
The facility will be open up to seven days a week, between the hours of 4:00 a.m. and 6:00 p.m., and will
employ approximately 20 people. The facility will be open to the public for self -haul delivery of refuse
between the hours of 6:00 a.m. and 4:00 p.m.
The TMRF will include the following specific components:
1. Sorting of nonhazardous solid waste and/or collected recyclables.
2. Transfer station for the transport of the residual waste to landfills.
3. Processing of the recyclables from sorting and curbside collection programs.
4. Yard waste processing and composting.
5. Wood waste storage and processing for off-site use.
6. Administration and maintenance areas for both the TMRF and collection operations.
7. Use by San Joaquin County for periodic household hazardous waste collection, separation, and
temporary storage for off-site disposal.
The proposed Tracy Materials Recovery and Transfer Facility (TMRF) will accept nonhazardous solid waste
from the City of Tracy and the south San Joaquin County area. Recyclable materials will be extracted
from the waste stream, and the residual waste will be transported to either of the two remote landfills in
the County (North County or Foothill Landfills).
It is estimated that, on average, the facility will ultimately receive approximately 800 tons of refuse per day,
with occasional peaks of 1,000 tons per day. The amount actually received and processed through the
TMRF may be less depending on the amount of separated yard and wood waste brought to the facility.
