The use is compatible with adjoining land uses. <br />This finding can be made because adjoining land uses in the area are primarily <br />agriculture and resource extraction. The Final EIR concluded that the project would <br />not be incompatible with surrounding land uses. <br />Tracy Delta Solid Waste Management, Inc., is requesting a Use Permit to establish the Tracy Materials <br />Recovery and Transfer Facility (TMRF) to serve the solid waste disposal needs of the City of Tracy and <br />the unincorporated south County area. The operation will consist of the recovery of recyclable materials <br />from the waste stream, the transfer of residual waste materials to sanitary landfills for disposal, wood <br />processing, and yard waste composting. <br />The proposed facility will be served by a private well for water supply, an individual septic system for <br />sewage disposal, and an on-site retention pond for storm water drainage. <br />The facility will be open up to seven days a week, between the hours of 4:00 a.m. and 6:00 p.m., and will <br />employ approximately 20 people. The facility will be open to the public for self -haul delivery of refuse <br />between the hours of 6:00 a.m. and 4:00 p.m. <br />The TMRF will include the following specific components: <br />1. Sorting of nonhazardous solid waste and/or collected recyclables. <br />2. Transfer station for the transport of the residual waste to landfills. <br />3. Processing of the recyclables from sorting and curbside collection programs. <br />4. Yard waste processing and composting. <br />5. Wood waste storage and processing for off-site use. <br />6. Administration and maintenance areas for both the TMRF and collection operations. <br />7. Use by San Joaquin County for periodic household hazardous waste collection, separation, and <br />temporary storage for off-site disposal. <br />The proposed Tracy Materials Recovery and Transfer Facility (TMRF) will accept nonhazardous solid waste <br />from the City of Tracy and the south San Joaquin County area. Recyclable materials will be extracted <br />from the waste stream, and the residual waste will be transported to either of the two remote landfills in <br />the County (North County or Foothill Landfills). <br />It is estimated that, on average, the facility will ultimately receive approximately 800 tons of refuse per day, <br />with occasional peaks of 1,000 tons per day. The amount actually received and processed through the <br />TMRF may be less depending on the amount of separated yard and wood waste brought to the facility. <br />
