HAZARDS/CONSTRAINTS: <br />Flooding: <br />Item No. 2 <br />PC: 12-16-93 <br />ER-93-1/UP-93-4 01 <br />Page 7 <br />Although the site is not within a flood hazard zone, there is the potential for Corral Hollow Creek, <br />located north of the site, to overtop and spill into the site. The Final EIR identified this as a <br />potentially significant impact and suggested as mitigation that berms be constructed to prevent <br />a 100 -year, 24-hour flood in Corral Hollow Creek from accidentally overflowing into the pit. As a <br />Condition of Approval, the applicant will be required to prepare an analysis of Corral Hollow Creek <br />for a 100 -year, 24-hour flood event. Berming shall be constructed if it is determined by the <br />analysis to be necessary to protect the site. <br />Hazardous Waste: <br />The facility will be available for periodic household hazardous waste events sponsored by San <br />Joaquin County. Any hazardous materials discovered in the waste stream will be temporarily <br />stored in a hazardous waste locker until disposed of off the site. The facility will accept recyclable <br />household hazardous materials such as used oil, lead acid batteries, and antifreeze. These <br />materials will be labeled, stored at the site in special bins and containers, and transported off the <br />site by dealers in these commodities. <br />As required by the California Integrated Waste Management Board, a load screening program will <br />be implemented at the transfer station. The facility will also not accept any hazardous commercial <br />or industrial waste. <br />ENVIRONMENTAL CONSIDERATIONS: <br />All of the issues identified and analyzed in the EIR can be mitigated to less than significant levels. <br />Therefore, a "Statement of Overriding Consideration" will not be required to take action on the project. <br />Attachment A includes the findings necessary to certify the Final EIR as adequate. Attachment B contains <br />the "Findings of Significant Environmental Impact," and Attachment C is the Mitigation Monitoring Program. <br />
