r� <br />Item No. 2 <br />PC: 12-16-93 <br />ER-93-1/UP-93-4 <br />Page 8 <br />Unless otherwise specified, all Conditions of Approval must be fulfilled prior to the establishment of <br />the new use and the issuance of any building permits. <br />This approval will expire 18 months from the date of approval unless (1) all Conditions of Approval <br />have been complied with, (2) all necessary building permits have been secured and remain in force, <br />and (3) all necessary permits from other agencies have been secured and remain in force. <br />Those Conditions followed by a Section Number or other Statutory Requirement are based on <br />Ordinance Requirements. Ordinance Requirements cannot be modified. <br />1. COMMUNITY DEVELOPMENT DEPARTMENT: <br />a. This approval is for the establishment of a materials recovery transfer station and wood <br />waste and composting facility as described in Final Environmental Impact Report No. ER - <br />93 -1 (State Clearinghouse No. 93042093). <br />b. An Improvement Plan, prepared by a Registered Civil Engineer, showing drainage, <br />driveway access details, on- and off-site parking, existing and proposed utility services, <br />and grading shall be submitted for approval. Storm water runoff generated by the <br />construction of improvements shall be retained on the parcel on which those <br />improvements are located. Drainage patterns and corresponding storm drainage <br />improvements shall be shown on the Improvement Plan. Pond capacity calculations shall <br />be submitted for approval. Any storm pond deeper than 18 inches shall be surrounded <br />by a six -foot -high chain-link fence. Fence details shall be shown on the Improvement <br />Plan. A Plan Check fee shall be required. (Development Title Section 9-884) <br />C. All structures and improvements, including truck and automobile parking, aisles, and <br />maneuvering areas, shall be installed in accordance with the approved Site Plan and <br />Improvement Plan. The size and location of the parking spaces shall be consistent with <br />the requirements of Chapter 9-1015 of the Development Title. The spaces shall be <br />installed prior to issuance of the Certificate of Occupancy for the new structures and shall <br />be permanently paved with concrete or asphalt concrete and be delineated. Bumper <br />guards shall be provided where necessary to protect structures or properties. There shall <br />be no truck or automobile parking associated with the approved use on MacArthur Drive. <br />(Development Title Section 9-1015.5{e}) <br />d. The number and location of handicapped parking spaces shall be consistent with Section <br />9-1015.10 of the Development Title. <br />e. Any proposed parking lot or security lighting shall be designed to confine direct rays to <br />the premises. No spillover beyond the property line shall be permitted, except onto <br />public thoroughfares, provided, however, that such light shall not cause a hazard to <br />motorists. Lighting details shall be shown on the Improvement Plan. (Development Title <br />Section 9-1015.5{g}{41) <br />
