There are occasional hot water <br /> heaters and wood burning stoves, which are checked for special wastes. <br /> According to LEA Advisory No., 11, metallic discards are the following: <br /> "A metallic discard is defined as any large metal article or product or parts <br /> thereof, including metal furniture, machinery, major appliances, electronic <br /> products, vehicles, and wood burning stoves. This law focuses on items <br /> that contain enough metal to be economically feasible to salvage and <br /> items that contain special materials that require removal prior to recycling". <br /> On January 1, 2006, any person who transports, delivers, or sells discarded <br /> major appliances to a scrap recycling facility must provide evidence that the <br /> person is a certified appliance recycler. Certification allows the removal of <br /> materials requiring special handling and the ability to transport, deliver, or sell <br /> discarded major appliances to a scrap recycling facility. <br /> TMR/TS is not a certified appliance recycler, but may store, transport, deliver, or <br /> sell discarded major appliances to a scrap recycling facility. TMR/TS does not <br /> crush, bale, shred, saw or shear apart, or otherwise process in such a manner <br /> any appliances that could result in the release, or prevent the removal, of <br /> materials that require special handling. <br /> TMR/TS stores the appliances fro up to 90 days, and may contract for the <br /> removal of materials requiring special handling on-site, and/or haul the <br /> appliances to the scrap recycling facility that is a certified appliance recycler <br /> where the appliances will have the material requiring may special handling will <br /> be removed prior to being crushed, baled, shredded, or sawed or sheared apart. <br /> UNIVERSAL AND ELECTRONIC WASTE STORAGE: <br /> Figure 3 — Preliminary Site Plan has been amended to show the Electronic <br /> Waste and Universal Waste Storage Area next to the Glass Bunker Area just <br /> northeast of the Transfer Station. Changing state regulations has created this <br /> new class of wastes (cathode ray tubes, thermostats, fluorescent lighting tubes, <br /> and batteries) whose content of certain hazardous components (e.g. mercury <br /> and cadmium) requires special handling. The goal of the Universal Waste Rule <br /> is to prevent landfilling and encourage recycling. Universal waste such as CRTs <br /> that are recovered from the tipping floor or dropped of will be stored on a pallet or <br /> in containers in the designated Storage Area. Auto batteries and single use <br /> alkaline-type batteries will be stored in boxes or placed on a pallet in a non-traffic <br /> area within the Transfer Station following current load checking procedures. <br /> Universal wastes will be temporarily stored in the separated non-traffic area of <br /> the Facility prior to being transferred off-site.
