TRACY MATERIALS RECOVERY&TRANSFER FACILITY
RFI AMENDMENT NO. 3
® and laundry items such as washers and dryers. There are occasional hot water
heaters and wood burning stoves, which are checked for special wastes.
According to LEA Advisory No., 11, metallic discards are the following:
"A metallic discard is defined as any large metal article or product or parts
thereof, including metal furniture, machinery, major appliances, electronic
products, vehicles, and wood burning stoves. This law focuses on items
that contain enough metal to be economically feasible to salvage and
items that contain special materials that require removal prior to recycling".
On January 1, 2006, any person who transports, delivers, or sells discarded
major appliances to a scrap recycling facility must provide evidence that the
person is a certified appliance recycler. Certification allows the removal of
materials requiring special handling and the ability to transport, deliver, or sell
discarded major appliances to a scrap recycling facility.
TMR/TS is not a certified appliance recycler, but may store, transport, deliver, or
sell discarded major appliances to a scrap recycling facility. TMR/TS does not
crush, bale, shred, saw or shear apart, or otherwise process in such a manner
any appliances that could result in the release, or prevent the removal, of
materials that require special handling.
TMR/TS stores the appliances fro up to 90 days, and may contract for the
removal of materials requiring special handling on-site, and/or haul the
appliances to the scrap recycling facility that is a certified appliance recycler
where the appliances will have the material requiring may special handling will
be removed prior to being crushed, baled, shredded, or sawed or sheared apart.
UNIVERSAL AND ELECTRONIC WASTE STORAGE:
Figure 3 — Preliminary Site Plan has been amended to show the Electronic
Waste and Universal Waste Storage Area next to the Glass Bunker Area just
northeast of the Transfer Station. Changing state regulations has created this
new class of wastes (cathode ray tubes, thermostats, fluorescent lighting tubes,
and batteries) whose content of certain hazardous components (e.g. mercury
and cadmium) requires special handling. The goal of the Universal Waste Rule
is to prevent landfilling and encourage recycling. Universal waste such as CRTs
that are recovered from the tipping floor or dropped of will be stored on a pallet or
in containers in the designated Storage Area. Auto batteries and single use
alkaline-type batteries will be stored in boxes or placed on a pallet in a non-traffic
area within the Transfer Station following current load checking procedures.
Universal wastes will be temporarily stored in the separated non-traffic area of
the Facility prior to being transferred off-site. Typically, a pallet of universal
wastes will be encased by shrink wrap as proper storage to mitigate breakage
EDGAR&ASSOCIATES, INC. 6 NOVEMBER 6, 2006
