TRACY MATERIALS RECOVERY &TRANSFER FACILITY <br /> RFI AMENDMENT NO. 3 <br /> ® "Separated recyclables are then baled or stored in bins until shipped off <br /> the site to various markets". Paper, plastic, and cardboard will be baled and <br /> stored for off-site shipments to markets." <br /> The building is being expanded to handle the volume of source-separated <br /> cardboard, newspaper and other clean fibers. The clean material will be <br /> delivered from the adjacent Material Recovery Facility processing line and stored <br /> within the building, or be tipped directly from source-separated loads of clean <br /> material with less than 10% residuals, and less than 1% putrescibles. The <br /> operator will not conduct any additional sorting of the material since only clean <br /> material will be stored and then baled within the building. No garbage or <br /> municipal solid wastes or other types of waste materials will be delivered, sorted, <br /> processed, or stored in the building. <br /> The in-feed conveyor to the baler will be installed prior to the construction of the <br /> building addition, and there may be a period of up to 8 weeks where the clean <br /> fiber material will be placed on the concerte pad prior to being placed on the <br /> infeed conveyor, until the building addition is constructed. <br /> DRAINAGE REVIEW: <br /> Figure 3 — Preliminary Site Plan (1993) has been amended to show the Site <br /> Plan modifications to the yard waste composting area and the wood waste <br /> processing area. As part of the Site Plan modifications and actual expansion, the <br /> LEA requested a Drainage Review to ensure that the drainage facilities have <br /> adequate capacity. <br /> Figure 3 was originally presented an operations plan of 200 feet by 300 feet, <br /> 60,000 square feet, and east of the MRF/Transfer Station with the following <br /> activity: <br /> Wood storage & Yard Waste Composting Area <br /> Final cure area <br /> Screening area <br /> Unloading and grinding area <br /> Figure 3 also shows a "Future Wood Storage & Composting "Area adjacent to <br /> the operations area listed above. This area is 300 feet by 550 feet, or about <br /> 165,000 square feet. <br /> 1993 RFI Calculations: <br /> Reviewing Appendix E of the RFI, the drainage system to capture on-site rainfall <br /> was designed to accommodate twice the volume of run-off generated from the <br /> 10-year/24-hour precipitation event which would add up to be 5.12 acres, or <br /> 223,025 square feet. The retention basin was designed to retain all run-off <br /> generated from the site except run-off from the wood and yard waste composting <br /> area. <br /> EDGAR&ASSOCIATES, INC. 8 NOVEMBER 6, 2006 <br />
