H. REGULATORY REQUIREMENTS <br /> A. PERMITS AND APPROVALS <br /> Development of the Tracy Material Recovery & Transfer Facility will require a number of <br /> approvals and permits. Table 2 identifies approvals required by various local, state and federal <br /> agencies for project implementation. <br /> The Environmental Impact Report for the Tracy Materials Recovery & Transfer Facility <br /> prepared by the San Joaquin County Community Development Department presents the projects <br /> mitigation measures required that would eliminate or reduce impacts to a less than significant <br /> level. Table 3 is a summary table of potential impacts with suggested mitigation measures. <br /> B. DESIGN REQUMEMEWS <br /> The facility design is based on San Joaquin County building codes, State regulations (Title 14 <br /> CCR), EIR suggested mitigation measures, and Conditional Use Permit (CUP) conditions of <br /> approval. A description of all of the various agency design requirements is not included here. <br /> State regulations are defined in Title 14, Division 7, Chapter 3, CCR. A summary of required <br /> approvals and permits are listed in Table 2. The EIR summary of potential impact with <br /> suggested mitigation measures is shown in Table 3. A summary of the CUP conditions are as <br /> follows: <br /> 1. This approval is for the estRblishment of a materials recovery transfer station, and wood waste and <br /> composting facility as described in the Final Environmental Impact Report No. ER-93-1, State <br /> Clearinghouse No. 93042093. <br /> 2. An Improvement Plan, prepared by a Registered Civil Engineer, showing drainage, driveway access <br /> details,on-and off-site parking,existing and proposed utility services, and grading shall be submitted for <br /> approval. Storm water runoff generated by the construction of improvements shall be retained on the <br /> parcel on which those improvements are located. Drainage patterns and corresponding storm drainage <br /> improvements shall be shown on the Improvement Plan. Pond capacity calculations shall be submitted for <br /> approval. Any storm pond deeper than 18 inches shall be surrounded by a six-foot-high chain-link fence. <br /> Fence details shall be shown on the Improvement Plan. A Plan Check fee shall be required. (Development <br /> Title Section 9-884) <br /> 3. All structures and improvements, including truck and automobile parking, aisles, and maneuvering areas, <br /> shall be installed in accordance with the approved Site Plan and Improvement Plan.
