The California Vehicle Code(Sections 23114 and 23115)addresses safe and clean transportation <br /> of materials and refuse along public highways, with enforcement by the California Highway <br /> Patrol. Littering which occurs from improperly covered loads will be a function of enforcement <br /> by govemment authorities. <br /> 6. NOISE CONTROL <br /> A noise analysis was performed for the facility asp of the EIR and no impacts were required. <br /> Employee noise exposure shall be controlled by providing proper ear protection equipment for <br /> all employees in compliance with Cal-OSHA/Fed-OSHA. As discussed in the EIR, noise from <br /> station operations is unlikely to create a health hazard to persons using the site or tonearby <br /> residents. As previously discussed, the closest development to the project site are two residences <br /> (mobile homes) located approximately 600 feet north of the site on the east side of MacArthur <br /> Drive. The closest residential subdivision is approximately one mile north of the site along <br /> MacArthur Drive. In addition, locating the main processing areas in the bottom of the <br /> abandoned gravel pit will reduce noise exposure outside the site boundaries. See EIR for further <br /> information on noise. <br /> 7. ODOR CONTROL <br /> Odor controls shall consist primarily of rapid waste rotation. As discussed above, refuse shall <br /> be stored at the station for no more than 48 hours. Normal storage time anticipated at the <br /> station is no more than a few hours. Minimizing waste storage at the station combined with <br /> daily sweeping and periodic wash down of the tipping floor, to eliminate residue build-up, will <br /> eliminate the source of any potential odors. A Standard Operating Procedure (SOP) plan has <br /> been prepared and is included in Appendix J. This SOP addresses the reduction of the <br /> generation and emission of odors from the facility. <br /> 8. TRAFFIC CONTROL <br /> The control of traffic entering the site, while on site and leaving the site is important. The <br /> access layouts have been prepared to minimize any cross-overs and provide for efficient traffic <br /> movement. Separate tipping areas for the commercial haul vehicles and self-haul vehicles are <br /> provided.
