The California Vehicle Code(Sections 23114 and 23115)addresses safe and clean transportation
of materials and refuse along public highways, with enforcement by the California Highway
Patrol. Littering which occurs from improperly covered loads will be a function of enforcement
by govemment authorities.
6. NOISE CONTROL
A noise analysis was performed for the facility asp of the EIR and no impacts were required.
Employee noise exposure shall be controlled by providing proper ear protection equipment for
all employees in compliance with Cal-OSHA/Fed-OSHA. As discussed in the EIR, noise from
station operations is unlikely to create a health hazard to persons using the site or tonearby
residents. As previously discussed, the closest development to the project site are two residences
(mobile homes) located approximately 600 feet north of the site on the east side of MacArthur
Drive. The closest residential subdivision is approximately one mile north of the site along
MacArthur Drive. In addition, locating the main processing areas in the bottom of the
abandoned gravel pit will reduce noise exposure outside the site boundaries. See EIR for further
information on noise.
7. ODOR CONTROL
Odor controls shall consist primarily of rapid waste rotation. As discussed above, refuse shall
be stored at the station for no more than 48 hours. Normal storage time anticipated at the
station is no more than a few hours. Minimizing waste storage at the station combined with
daily sweeping and periodic wash down of the tipping floor, to eliminate residue build-up, will
eliminate the source of any potential odors. A Standard Operating Procedure (SOP) plan has
been prepared and is included in Appendix J. This SOP addresses the reduction of the
generation and emission of odors from the facility.
8. TRAFFIC CONTROL
The control of traffic entering the site, while on site and leaving the site is important. The
access layouts have been prepared to minimize any cross-overs and provide for efficient traffic
movement. Separate tipping areas for the commercial haul vehicles and self-haul vehicles are
provided. The traffic lane widths are adequate to avoid problems.
L:1PR0JECT/3971MRF/RS11.TCY
Revision 1.0 43 Febnsmy 1, 1994
