The population growth for <br /> the unincorporated tracts is largely due to the expansion of the Tracy population beyond City <br /> boundaries. Throughout the remainder of this section, the region which includes the City of <br /> Tracy and the anticipated population expansion in e vicinity of the City is referred to as the <br /> Tracy Area. Areas of the TPA not expected to experience the anticipated population growth <br /> indicated above are referred to as Rural Unincorporated County. <br /> For the purpose of this analysis, population growth estimates for the Tracy Area and the Rural <br /> Unincorporated County rely on total COG population projections for the TPA and on the San <br /> Joaquin County SRRE estimates for the rural population growth rate. The COG population <br /> growth rate estimate for the entire TPA is approximately 6 percent annually.
