WASTE GENERATION
Waste generation projections for the TPA were based onulation growth estimates Pop g as
provided by the COG and the County DPW, and 1990 baseline waste disposal and diversion
estimates provided in City and County S 's. Due to the difference in waste composition and
quantities of waste generated for the City of Tracy and the unincorporated areas of the County,
waste estimates for the TPA were based on separate generation projections for the Tracy Area
(as defined above) and the rural unincorporated of the TPA.
MoNly AM
Though a large percentage of planned community elopment in the region is expected to take
place in the unincorporated part of the County, the majority of this development is anticipated
to occur in the vicinity of Tracy. The waste generated from these developments was assumed
to be proportional to the quantity and composition of waste currently disposed of in the City of
Tracy. The rationale for this assumption is that future community development in the region
will largely be an extension of current growth development of the City.
The quantity of waste annually disposed of in the City is estimated to be approximately 48,990
tons (1990). The annual per capita waste disposal rate in 1990 was approximately 1.47 tons.
These estimates are based on DPW records of weights and volumes of waste received from
franchised and licensed collectors and from other commercial, industrial, and residential
customers in the County. The DPW currently operates the Corral Hollow Sanitary Landfill and
records incoming waste by volumetric estimates. Volumetric conversion to tons is based on the
DPW conversion factor of 0.1838 tons per cubic yard - derived from volume and weight
measures obtained from the County's Loveless Transfer Station.
Waste disposal projections for the planning period were assumed to be in direct proportion to
population growth. Estimates of waste generated on a daily basis were based on a 5-day week.
Quantities of waste which were diverted in 1990 (according to estimates provided in the City of
Tracy SRRE) were also projected proportional to the estimated population growth rate. The
waste types included were limited to those materials which would be processed at the materials
recovery facility - materials currently handled by Tracy Disposal Service through buy-back and
commercial/industrial recycling operations.
