Waste <br /> diversion programs implemented since 1990 were not included in the waste diversion projections <br /> in Table A5 in Attachment A. <br /> Rural V—rLjnoUwmgcd County <br /> Estimates of waste disposal from the rural portion of the TPA were based on 1990 census <br /> population estimates for census tracks 52.02, 52.03, and 55; the unincorporated County annual <br /> per capita waste generation rate (1.07 tons); and the San Joaquin County SRRE estimate of <br /> population growth. <br /> Based on discussions with DPW personnel, was diversion in the unincorporated area of South <br /> County is negligible - less than one percent of what is generated. Actual quantities of waste <br /> diverted specific to the unincorporated County were not available, therefore, waste diversion <br /> projections based on existing diversion programs were not provided. <br /> Waste disposal projections for the planning period were assumed to be in direct proportion to <br /> the estimated population growth. Estimates of waste received on a daily basis were based on <br /> a 5-day week. <br /> Finding <br /> A significant factor in the estimate of the quantity of waste disposed of annually in the City of <br /> Tracy is the annual per capita waste disposal rate of 1.47 tons. Based on discussions with <br /> County personnel, the per capita waste disposal rate may be due, to some degree, to the level <br /> of construction and demolition (CID) activity taEng place in the City. The percentage of <br /> industrial waste disposed of is approximately 36 percent of the Tracy disposed waste stream. <br /> The quantity of C/D debris, which is a part of the industrial waste stream, is not currently <br /> available. <br /> Estimates of daily waste handling requirements for a regional materials recovery and transfer <br /> facility are presented in Table 3.3.
