Item No.2 ' PC: 12-16-93 ER-93-1/UP-93-4 Page 3 The facility has been.planned to accommodate projected growth in the south County area, both within the City of Tracy and surrounding unincorporated areas. Except for the wood storage and composting activities, nearly all of the on-site operations will be conducted indoors. This includes maintenance of TMRF vehicles as well as the tipping of refuse from refuse collection vehicles, sorting of recyclables, and the processing of solid waste that cannot be recycled for transfer to the iandfill. An administration and maintenance building is proposed. at the extreme southern end of the site which will house of om as well*as vehicle maintenance facilities. Another building, shown on the site plan as the transfer station, initially planned to contain approximately 40,000 square feet,is proposed to be constructed within the southern portion of the 30-foot-deep pit on the site. This structure will house the tipping floor,sorting area and lines, processing and load-out areas, and a refuse transfer area. The applicants anticipate that this building may ultimately be expanded to the north and west to accommodate additional volume in the future. This building will be approximately 35 feet tall and constructed with a concrete slab floor with metal siding and root. Parking for employees and visitors will be located adjacent to the proposed administration 'and maintenance building,located at the southern end of the site,and out of the,reclaimed gravel pit, where the actual refuse operations will be conducted. Parking areas, a truck wash, and a fueling station for company trucks and equipment will be constructed in the center portion of the reclaimed gravel pit. Driveways and parking and maneuvering areas will be surfaced with asphalt or cor trete. Access to the site is via a driveway off of MacArthur Drive located at the northern end of the site:' r✓ommercial vehicles and self-haul vehicles will pass by a gatehouse;located midway along the driveway,prior to arrival at the transfer station. At that point,commercial vehicles will be weighed,and private self-haul vehicles will have their loads checked and be charged a vehicle fee. This gatehouse is located far enough bff of MacArthur Drive and the access driveway is long enough to accommodate any vehicles waiting to access the facility without having traffic backed up onto MacArthur Drive. CERTIFICATION OF THE FINAL EIR Based upon a preliminary determination that the project had the potential to result in-potentially-significant, adverse environmental impacts, an Environmental Impact Report (EIR) was prepared for the project by the San Joaquin County Community Development Department,under contract to the project applicants. The EIR addressed the following issues: land use/planning policy, vegetation and wildlife resources, traffic/circulation, geology/geotechnical, water resources, noise, air quality, public services, cultural resources, visual/aesthetics, and public health and safety. No significant,unavoidable, adverse impacts were identified in the Final EIR. Hearings on the Draft EIR were held for the public and the Planning Commission on October 27, 1993, and November 4Y 1993, respectively. No comments on the Draft EIR were made at either of these hearings. All oral and written comments received during the 45=day review period for the Draft EIR have been responded to and included in the Final EIR. Where necessary,the text of the draft document has been amended as a result of the public review process. Final EIR's were distributed to the Planning Commission on December 6, 1993, with copies and/or notices of availability to interested persons, 1 organizations, and local agencies also mailed on December 6, 1993.
