Construction & Demolition/Inert Debris Facility Report <br />Tracy Material Recovery and Transfer Facility <br />30703 5. MacArthur Drive, Tracy, California 95377 <br />On-site driveways will be maintained to minimize dust generation, and to provide <br />safe, year-round access to the facility. <br />Access to the site is controlled by scalehouse personnel. On-site traffic will be <br />controlled by signage, cones and subject to standard safety rules, including <br />speed limits, which will be enforced and adhered to by facility personnel, to <br />facilitate worker safety throughout the facility, including safe ingress and egress <br />within the tipping areas. <br />Visual Screening [14 CCR 17419.1] <br />The driveway and entrance areas to the facility are the only ground level areas <br />visible to passersby. A daily (at minimum) site walk by facility personnel focuses <br />on ensuring that the entry and driveway are free of debris and a clean <br />appearance maintained. <br />There is slatted chain link fencing surrounding accessible portions of the site to <br />screen the operation from the view of the public on the adjacent streets. A <br />landscaped setback area consisting of living plant materials—a mix of shrubbery, <br />turf, and trees is utilized to screen the facility. <br />visibleThere are no scenic vistas or scenic highways visible from the project site; nor is <br />the facility .m any nearby scenicor scenichighway. <br />Water is provided from private onsite wells. The project will not result in a <br />significant impact on utility services. Bottled or tap water located in the <br />administrative office/maintenance building and MRF/TS building may be supplied <br />to the employees; coolers or individual bottles of water may be maintained at <br />employee break areas during operations. <br />Process Water and Wastewater <br />All portable crushing equipment used on site is equipped with water sprays to <br />control dust during processing. Additional manual watering of the site is done to <br />control dust as needed. The watering is done using handheld hoses. The <br />material is not sprayed so much as to generate runoff from the waste piles. There <br />is no other process water involved with the grinding of inert debris or the <br />processing of C&D debris. There is no waste water or leachate generated by this <br />facility. <br />Description of Provision to Handle Peak Loading <br />The facility is designed to handle peak loading as provided in Table 15 and the <br />permits are being revised to allow peak loading.
