CONDITIONS OF APPROVAL <br />PA -0800005 <br />TRACY MATERIALS RECOVERY, INC. <br />Use Permit Application No. PA -0800005 was approved by the San Joaquin County Planning <br />Commission on February 2, 2012. The effective date of approval is February 12, 2012. This approval <br />will expire on August 13, 2013, which is 18 months from the effective date of approval, unless (1) all <br />Conditions of Approval have been complied with, (2) all necessary building permits have been <br />secured and remain in force, and (3) all necessary permits from other agencies have been secured <br />and remain in force. <br />Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br />prior to the establishment of the use and the issuance of any building permits. Those Conditions <br />followed by a Section Number have been identified as Ordinance requirements pertinent to this <br />application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br />apply. <br />1) COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: John Funderburg, 468-3160) <br />a) BUILDING PERMIT: Submit an "APPLICATION -COMMERCIAL BUILDING PERMIT'. The Site <br />Plan required as a part of the building permit must be prepared by a registered civil engineer or <br />licensed architect. This Plan must show drainage, driveway access details including gates, on-site <br />parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br />PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title <br />Section 9-884) <br />b) APPROVED USE: This approval is for the expansion of an existing solid waste processing and <br />recycling facility from 39.2 acres to 51.7 acres in two phases over twenty years with a maximum of <br />1,727 vehicles per day at final build out as shown on the Revised Site Plan dated June 22, 2011. <br />(Use Type: Major Impact Services) Phase 1 to increase the daily waste capacity from 1,000 <br />tons per day (TPD) to 1,800 TPD within ten years from the date of approval. Building permits <br />for Phase 1 site improvements to be issued within eighteen months from the date of approval. <br />i) Phase 1 site improvements will include: <br />(1) Addition of 19,200 square feet to the existing 57,200 square foot material recovery facility <br />and transfer station building, <br />(2) Addition of 10,500 square feet to the existing maintenance and administration building, <br />(3) Construction of a one mega -watt wood waste bio -mass gasification unit. <br />(4) Construction of a 5,000 square foot covered storage area and loading dock <br />ii) Phase 2 to increase the daily waste capacity from 1,800 TPD to 2,500 TPD within twenty <br />years from the date of approval. An Improvement Plan for Phase 2 shall submitted 180 days <br />prior to the increase in daily waste capacity. The Improvement Plan shall include a revised <br />Solid Waste Facility Permit. <br />iii) The project will employ 160 persons and operate 24 hours a day, 7 days a week. All outdoor <br />processing activities will not begin before 6:00 am and will not operate after 10:00 pm. On <br />site activities to include vehicle maintenance, equipment storage and truck parking, <br />processing of construction and demolition of inert debris, chipping/grinding of wood waste, <br />Conditions of Approval <br />-1- <br />PA-0800005 <br />
