m) TIPPING FLOOR AREA: <br />i) The tipping floor area and solid waste transfer area shall be cleaned daily. Transfer trailers <br />shall be periodically steam cleaned to remove accumulated grease and dirt. <br />n) MITIGATION MONITORING PLAN: The applicant shall be required to comply with the <br />Mitigation Monitoring Program identified as Attachment "A." <br />i) Any mitigation monitoring done by the Community Development Department shall be done <br />on a time and materials basis paid for by the applicant. <br />2) DEPARTMENT OF PUBLIC WORKS (Staff Contact: Alex Chetley, (209)-468-3023) <br />a) An encroachment permit shall be required for work within road right-of-way. (Development Title <br />Sections 9-1145.4 and 9-1145.5) <br />b) The owner shall execute an Irrevocable Offer and Agreement to Dedicate Road to result in a <br />forty-two (42) foot wide right-of-way from the centerline of MacArthur Drive to the property <br />across the frontage of APN 253-130-26. (A fee based on the current fee schedule is required <br />for processing the agreement per Development Title Table 9-240.2 as well as a copy of the <br />most current grant deed of the subject property) (Development Title Section 9-1150.5) <br />c) The entire route from the project site to Linne Road shall be kept clear of debris on a daily <br />basis. <br />d) All of MacArthur Drive (from U.P.R.R. crossing to the south project access driveway) shall be <br />improved to a traffic index (TI) of 9.5 as approved by Public Works. The reconstruction of <br />MacArthur Drive south of the Coral Hollow Creek bridge (including the first twenty feet north of <br />the bridge) shall be completed no later than October 31, 2012. The reconstruction of MacArthur <br />Drive north of Corral Hollow Creek shall be completed within 12 months of when the average <br />monthly facility tonnage exceeds 1,000 tons/day. All improvements shall be in conformance <br />with the current Improvement Standards and Specifications of the County of San Joaquin. <br />These improvement plans and specifications are subject to plan check, field inspection fees <br />and must be approved by the County of San Joaquin Department of Public Works. Fees for <br />plan check and field inspection will be based on the current Public Works fee schedule. <br />(Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) <br />e) The frontage improvements for MacArthur Road shall be constructed in conformance with the <br />standards for one-half of an 84 -foot wide right-of-way Rural Arterial Road. The construction of <br />the frontage improvements will be deferred, upon execution by the owner of a Deferred <br />Frontage and Roadway Improvement Agreement prior to release of building permit. (A fee <br />based on the current fee schedule is required for processing the agreement per Development <br />Title Table 9-240.2 in addition to the submittal of a copy of the subject property grant deed and <br />an estimate of the proposed improvements. The estimate shall be prepared by a registered <br />civil engineer with a typical section drawing on a form to be supplied by the Department of <br />Public Works and submitted to the Department of Public Works for approval. As an option, the <br />Department of Public Works will prepare the drawing with estimate for an additional fee) <br />(Development Title Section 9-1150.2[d][4]) <br />f) The applicant shall enter in to an agreement to pay an annual road maintenance fee of $0.06 <br />per equivalent ton of material entering the site beginning with the issuance of the first building <br />permit..
