Facility Capacity Study
Tracy Materia/Recovery Facility and Transfer Station Expansion
30703 S. MacArthur Drive, Tracy, California 95377
C&D Facility Storage
l Mixed C&D debris that has been received will be processed within 15 days of receipt.
Storage of unprocessed material will not exceed 15 days. Mixed C&D debris that has
been processed and sorted for resale, or reuse, will not remain on site for more than 30
days. Market products will not be stored for more than 30 days.
The total amount of material stored onsite will be limited by design constraints and will
not exceed 25,640 cubic yards of C&D or wood debris at any given time (as noted in
Table 4 below), although the facility could store up to 30 days x 820 TPD gate tonnage
(98,400 cubic yards) as allowed by regulations. Please refer to Site Plan A2 in
Appendix A.
Table 4
Mixed C&D Debris Storage Volumes
Storage of C&D Maximum Regulatory Design Capacity
Allowed Capacity
Gate Tonnage 820 TPD
30-day tonnage amount for 24,600 Tons
maximum operations
Maximum Storage of 24,600 Tons
unprocessed and processed
material
Conversion at 500 pounds 98,400 Cubic Yards 26,540 Cubic Yards
er cubicyard*
*Source:"Conversion Factor Study:In-Vehicle and In-Place Waste Qensities"CMIMB/CalRecovery,Inc.,April 1993
Storage piles will be limited in size to maintain worker safety and conform to the
required fire control plan. Mixed C&D debris piles will not exceed 50 feet in width or 20
feet in height or 300 feet in length; this will allow for water or fire-retardant foam
coverage by onsite firefighting equipment, which is continuously maintained and
available, and keep the materials within reach of excavating equipment. Site personnel
will be trained in fire recognition, firefighting and emergency procedures. Debris piles
will be separated by a minimum 20 foot access area for heavy equipment, water trucks,
and fire trucks or other firefighting equipment.
C&D Processing/Wood Waste Area Capacity— 25,600 CYD
Sheet A2 provides the proposed site layout and locations of the stockpiles. The C&D
pad allows 12,900 CYD of mixed C&D material, where 3,500 CYD per day may be
received, allowing up to 4 days of storage before processing. Since processing occurs
Monday through Friday, there is adequate storage capacity for incoming materials.
The proposed capacity for wood processing allows for up to 12,700 CYD of processed
and/or unprocessed wood debris. The total storage capacity for the C&D Processing
Area is 25,600 CYD.
6
