Training Requirements <br /> 4.1.Introduction <br /> To ensure Program success and to comply with Title 14 Minimum Standards for <br /> Solid Waste Handling and Disposal, Section 17409.5, it is essential that: <br /> • Fee Collectors, Spotters and Equipment Operators are trained at an awareness <br /> level to give this staff the ability to recognize PW and to notify appropriate staff <br /> when PW is suspected. <br /> • Load Checkers are trained in basic PW requirements such as safe handling, <br /> proper storage and disposition for hazardous waste which has been rejected or <br /> held by the facility for further processing through the Program. <br /> • Managers are trained at a level to understand their responsibilities regarding the <br /> Program, hazardous waste management and employee health and safety. <br /> The specific training topics and guides incorporated into this document must be <br /> used when training staff. The use of this program guide helps to maintain <br /> uniformity in the training of staff. Each new employee, depending on area of <br /> assignment, will complete the training in Section 4.3 provided by a qualified <br /> training instructor or qualified staff member. On the job training (OJT) will be <br /> completed under the direction of the Operations Manager. <br /> 4.2.Trainee R2§ponsibilities <br /> As an employee newly assigned to the Program, it is the trainee's responsibility <br /> to be attentive during training and ask questions when subjects are not clearly <br /> understood. <br /> 4.3. Training <br /> There are three levels of training implemented to operate the Program. <br /> 4.3.1. Awareness Training <br /> Fee Collectors, Spotters, and Equipment Operators shall receive hazardous waste <br /> awareness training so they have a basic ability to recognize hazardous waste <br /> containers and PW materials and have the ability to respond appropriately by informing <br /> load check and/or supervision staff. At a minimum, the training frequency should be <br /> upon assignment and every two years thereafter. <br /> The training shall include the recognition of both commercial and household hazardous <br /> waste types: <br /> • General overview of laws and regulations prohibiting the acceptance of <br /> hazardous waste and otherwise PW materials at solid waste facilities. <br /> • Recognition of both commercial and household common hazardous waste <br /> types which include, basic labels and containers associated with: <br /> • Poisons <br /> • Flammables <br /> • Corrosives <br /> 7 <br />
