Training Requirements 4.1.Introduction To ensure Program success and to comply with Title 14 Minimum Standards for Solid Waste Handling and Disposal, Section 17409.5, it is essential that: • Fee Collectors, Spotters and Equipment Operators are trained at an awareness level to give this staff the ability to recognize PW and to notify appropriate staff when PW is suspected. • Load Checkers are trained in basic PW requirements such as safe handling, proper storage and disposition for hazardous waste which has been rejected or held by the facility for further processing through the Program. • Managers are trained at a level to understand their responsibilities regarding the Program, hazardous waste management and employee health and safety. The specific training topics and guides incorporated into this document must be used when training staff. The use of this program guide helps to maintain uniformity in the training of staff. Each new employee, depending on area of assignment, will complete the training in Section 4.3 provided by a qualified training instructor or qualified staff member. On the job training (OJT) will be completed under the direction of the Operations Manager. 4.2.Trainee R2§ponsibilities As an employee newly assigned to the Program, it is the trainee's responsibility to be attentive during training and ask questions when subjects are not clearly understood. 4.3. Training There are three levels of training implemented to operate the Program. 4.3.1. Awareness Training Fee Collectors, Spotters, and Equipment Operators shall receive hazardous waste awareness training so they have a basic ability to recognize hazardous waste containers and PW materials and have the ability to respond appropriately by informing load check and/or supervision staff. At a minimum, the training frequency should be upon assignment and every two years thereafter. The training shall include the recognition of both commercial and household hazardous waste types: • General overview of laws and regulations prohibiting the acceptance of hazardous waste and otherwise PW materials at solid waste facilities. • Recognition of both commercial and household common hazardous waste types which include, basic labels and containers associated with: • Poisons • Flammables • Corrosives 7
