Load Checking Program Tracy Material Recovery&Transfer Facility 30703 S. MacArthur Drive,Tracy, CA 95377 in a waste load. To perform a targeted non-routine load check on a vehicle, the load check staff will: • Inform all Equipment Operators and the Spotter that a targeted load check will be performed prior to performing the load check. • Coordinate with the Equipment Operator and the Spotter to stop all equipment and vehicle traffic in the area of the targeted load. • Set up delineators to designate the load allowing for a minimum of 15 feet clearance between the load check staff and other vehicles or equipment. • Inform the driver of the vehicle that their waste load has been selected for a load check for PW. • Record the inspection information on the load check form. • Ask the driver to unload or dump their waste in a manner that spreads the waste, allowing for easy inspection of the waste load. • Use a rake to examine the waste pile for PW material. • Segregate any PW found in the load and accurately record the PW on the load check form. • Return the PW to the generator at the time of inspection or temporarily store the waste in the onsite hazardous waste storage container to be returned to the generator at a later time as indicated in Section 9. • Remove the delineators from the targeted load and inform equipment operators that the load is clear to push. 7. Load Check Documentation 7.1. Standard Load Check Form California State law requires each solid waste facility to maintain documentation of load checks performed. Each load check will be documented on the Facility standard load check form which is provided in the attachments to this document. Each load check form must be filed out with the following information: • Date and time of inspection, in this section the Load Checker will place the current date and time of the inspection; • Hauler/company name/customer name, driver name, vehicle make/model, license plate number, load origin (jurisdiction, and customer/store where picked up); • Materials found (type/name, class, container size/quantity, volume/weight, unit of measure: gallons or pounds); • Comments (picked up by responsible party, returned with carrier at time of inspection, load was free of PW, solid waste facility assumed responsibility of the material, etc.). • Inspector name, in this section the Load Checker will write his or her name, and sign the Form 11
