Load Checking Program <br /> Tracy Material Recovery&Transfer Facility <br /> 30703 S. MacArthur Drive,Tracy,CA 95377 <br /> 6.1. Constant Visual <br /> Fee Collectors, Spotters and Equipment Operators watch for PW while <br /> performing their assigned duties. When PW is spotted or suspected in a waste <br /> load by a Fee Collector or Traffic Director, these employees will question the <br /> driver and inform the customer that the waste is prohibited. If it is possible to do <br /> so, they will inform the customer without leaving their assigned area. If further <br /> communications or action is necessary, these employees must notify load check <br /> personnel to have them perform a targeted load check on the suspect waste <br /> load. If PW above incidental quantities is spotted by an Equipment Operator in <br /> the waste stream, the Equipment Operator must not push the suspect waste load <br /> and must notify load check personnel to have them perform a targeted load <br /> check on the suspect waste. Fee Collectors, Spotters and Equipment Operators <br /> may not perform load checks or handle PW unless they have been trained and <br /> approved by the Operations Manager to perform load check duties. <br /> 6.2. Random Routine <br /> The Facility will complete a minimum of 1 random routine load checks on <br /> incoming waste loads per day. To perform random routine load checks, the load <br /> check staff will: <br /> • Inform the Equipment Operators and spotter that random routine load checks will <br /> be performed prior to performing the load checks. <br /> • Coordinate with the Equipment Operator and spotter to establish a load check <br /> Will area. <br /> • Set up delineators to designate a load check area on the tipping floor area, <br /> allowing for a minimum of 15 feet clearance between the load check staff and <br /> other vehicles or equipment. <br /> • Select a vehicle at random and, with the help of spotter, direct the vehicle into the <br /> load check area. <br /> • Inform the driver of the vehicle that their waste load has been selected for a <br /> routine load check for PW. <br /> • Record the inspection information on the load check form. <br /> • Ask the driver to unload or dump their waste in a manner that spreads the waste <br /> allowing for easy inspection of the waste load. <br /> • Use a rake to examine the waste pile for PW material. <br /> • Segregate any PW found in the load and accurately record the PW on the load <br /> check form. <br /> • Return the PW to the generator at the time of inspection or temporarily store the <br /> waste in the onsite hazardous waste storage container to be removed by the <br /> Household Hazardous Waste contractor, or be returned to the generator at a <br /> later time as indicated in Section 9. <br /> 6.3. Targeted Non-Routine <br /> Targeted non-routine load checks are performed when the load check staff or <br /> any other Facility employee suspects PW in quantities above incidental amounts <br /> 10 <br />
