..= -Continuation Sheet <br />O t <br />Subject: Olivera Egg Ranch, 944 Bowman Road, French Camp, CA <br />Routine and Complaint Inspection Conducted on February 26, 2007 <br />Page 1 <br />On February 22, 2007, the San Joaquin County Environmental Health Department (EHD) received <br />Complaint Number C00025914 concerning the egg poultry operation located at 944 Bowman Road in <br />French Camp. The complaint alleged that the facility was using an incinerator to dispose of the dead <br />birds. The complaint also alleged that the manure ponds had a very strong odor (more than normal). <br />Robert McClellon, Program Coordinator REHS with the EHD, conducted a routine and complaint <br />inspection of the exterior of the houses on February 26, 2007. <br />The facility maintains 600,000 to 700,000 birds in ten occupied houses. An additional two houses are <br />vacant (#1 and #6). The poultry houses are equipped with the modern "Chore Time" brand equipment, <br />and utilize an automated belt system that operates separate belts to deliver bird feed and remove the eggs <br />for processing. Houses #2 — #5 are equipped with belts to remove the manure generated by the <br />operation. The manure was relatively dry. The houses closest to Biggs Road (#'s 7, 8, 10, 11, 12, 13), <br />oriented in a north -south direction, did not have a belt system for the manure, but contained an automated <br />process for feed and egg removal. The chicken manure in these houses is scraped to a sump and then <br />flushed out of the houses with water into the manure holding ponds. The bird mortality at the facility is <br />removed daily and incinerated. <br />The pond odor complaint was investigated, but could not be confirmed during the time of the inspection. <br />The bird incinerator utilized onsite is regulated by the San Joaquin Valley Air Pollution Control District <br />(SJVAPCD). A complaint referral was made to the SJVAPCD on February 28, 2006. <br />Operational and structural issues observed during the inspection are to be corrected as indicated below <br />within the time frames noted: <br />Operation 1: <br />1. The facility is currently dry padding manure in the smaller pond that had been pumped dry. The <br />manure in the pond is now saturated with rainwater and cannot be removed until it is dry enough <br />to enter the area. The approved Manure Management Plan (MMP) for the facility does not <br />include dry padding as a method to handle manure generated onsite. An amendment to the MMP <br />to include this activity shall be submitted to this office for review or the dry -padding practice <br />must be discontinued. If the MMP is amended to include dry -padding, please explain how the <br />manure will be handled to prevent moisture from coming in contact with the manure. Submit an <br />amendment to the MMP for review or discontinue and remove all dry manure by April 2, 2007. <br />2. Feed silos for houses at the north and south ends of the facility have feed on the concrete below <br />the silos. Clean all feed spills on a regular basis (weekly as described in the MMP). This was <br />listed as an issue on the May 24, 2006 EHD inspection report. Remove all feed spillage and <br />implement the regular cleaning schedule by April 2, 2007. <br />3. The conveyor that carries the eggs outside of the houses to the egg cleaning/packaging area for <br />shipment has broken eggs on the ground below the conveyor. This area needs to be monitored <br />and cleaned on a regular basis as part of vector control efforts. Submit an amendment to the MMP <br />to include this activity by April 2, 2007. <br />4. The weeds around the ponds are beginning to grow and will be very tall in a short time. If the <br />facility intends to spray for weed abatement, then spraying operations should begin in the next <br />week. Apply spray by March 7, 2007 or disc the weeds when the weather permits, but no later <br />than May 1, 2007. <br />lw� <br />
