* 6 <br /> Continuation Sheet 00 Page 1 <br /> Subject: Olivera Food,Inc.,944 Bowman Road,French Camp,CA <br /> Complaint Inspection Conducted on May 24,2006 <br /> On May 23, 2006,the San Joaquin County Environmental Health Department(EHD)received <br /> Complaint Number 000024537 concerning the egg poultry operation located at 944Bowman <br /> Road in French Camp. The complaint alleged problems with manure management,weeds, <br /> substandard chicken houses,and abandoned vehicles. A complaint inspection was conducted on <br /> May 24,2006 with facility operators Richard and Jerry Jenkins; Rick Matuska, Senior Building <br /> Inspector,and Juanita Huerta, Code Enforcement Officer,with the Community Development <br /> Department; and Robert McClellon, Supervising REHS, with the EHD. <br /> The facility houses 600,000 to 700,000 birds in ten houses,with four houses vacant. The poultry <br /> houses are equipped with the modern"Chore Time"brand equipment, and utilize an automated <br /> belt system that operates separate belts to deliver bird feed and remove the eggs for processing. <br /> Houses #2—#5 are equipped with belts to remove the manure generated by the operation.The <br /> manure was relatively dry. The houses closest to Biggs Road(#7—#14), oriented in a north- <br /> south direction,did not have a belt system for the manure,but contained an automated process for <br /> feed and egg removal. The chicken manure in these houses is scraped to a sump and then flushed <br /> out of the houses with water into the manure holding ponds. The interior of the houses was clean <br /> with little odor detected.The bird mortality at the facility is removed daily and incinerated. <br /> Operational and structural issues observed during the inspection are to be corrected as indicated <br /> below within the time frames noted: <br /> Operational: <br /> 1. The egg poultry operation lacks a manure management plan.The facility operator is <br /> required to develop a manure management plan and submit the plan to the EHD by June <br /> 24,2006. A guidance document for developing a manure management plan was faxed to <br /> the operator on April 7,2006, and is also provided with this inspection report. <br /> 2. Houses#1 and#6 are no longer in use.The houses still contain small amounts of manure <br /> and feed.The houses must be cleaned so that they don't serve as an attractant for flies or <br /> fly breeding and don't provide a food source for rodents. Properly clean Houses#1 and <br /> #6 and remove all remaining manure and feed by June 7,2006. <br /> 3. Feed silos for Houses#1 and#6 and the east ends of Houses#7—#14 located near Biggs <br /> Road contain feed spillage on the concrete below the silos. Remove all feed spillage on a <br /> regular basis(at least weekly)and implement a regular cleaning schedule by May 31, <br /> 2006. <br /> 4. The ash and feathers from the mortality incineration process was being stored on the <br /> ground. The ash and feathers must be handled as solid waste and properly disposed of by <br /> May 31,2006. The operation of the carcass incinerator has been referred to the San <br /> Joaquin Valley Unified Air Pollution Control District for possible permitting <br /> requirements. <br /> 5. Approximately 75 waste tires were located by the south side of the shop. The tires must <br /> be removed from the site to an approved end-use facility.To haul more than nine tires, <br /> the hauler must be registered with the California Integrated Waste Management Board <br />
