0 <br />Planning commission. <br />Senior Civil Engineer Chuck Kelley, with the Department of Public <br />Works, said that at the last hearing on this item there had been <br />comments about the status of the cul-de-sac. He said that Bluff <br />Drive extends to the property line and it is shown that the cul-de- <br />sac is temporary. <br />Comms. Morri and Gillispie noted that they had listened to the tape <br />of the last hearing. comm. Morri said that since Comm. Holly was <br />not present this evening, he wondered if the applicant wished to <br />have another continuance. <br />Chair Sandra Carter asked the applicant if he wanted a continuance <br />to another date in order to have the benef it of the vote of the <br />full commission. <br />Pablo Zeiter, the applicant, said he wished to have a vote on this <br />item this evening. <br />DISCUSSION: <br />comm. Morri said that this application is only for a zone reclassi- <br />fication at this time. <br />Comm. Gillispie said that he was dismayed over the testimony of <br />some of the property owners saying they were not aware of the fact <br />that the cul-de-sac was planned to be extended. He said the <br />subdivision hearings were well publicized and the plans showed that <br />the road was going to be extended. He said also that some people <br />indicated they had bought their lots so that other people would <br />provide open space for them. He said this area is shown for <br />urbanization on the General Plan for the year 2010. That means it <br />does not have to be developed right away. It is zoned Urban <br />Reserve and it is indicated on the maps. However, it is not needed <br />in the Lockeford area at this time. There are plenty of lots <br />available in that area. Until somebody proves that there is a <br />necessity for those lots at this time, he is not going to vote in <br />favor of the proposal. <br />comm. Jungeblut said he did not feel that the lots were necessary <br />at this time. There are many unsold lots in the approved subdivi- <br />sions. He felt this project was premature. <br />Comm. Rojas said that Mr. Zeiter obtained an agreement from the <br />Lockeford Community Services District to serve the lots. He felt <br />the application should be approved. <br />Comm. Bozzano said he agreed with Comm. Rojas.
