R <br /> V <br /> V <br /> INFORMATION SHEET <br /> CITY OF TRACY <br /> WASTEWATER TREATMENT PLANT -2- <br /> additional limits not contained in this permit, and the requirement to perform additional biotoxicity <br /> monitoring. <br /> In addition, there are proposals to modify the flow regime in the Delta which may significantly alter <br /> the quantity and quality of water in Old River. The permit contains a provision that allows it to be <br /> reopened if flows on which effluent limits have been based are significantly altered. <br /> The permit contains a provision and time schedule to achieve compliance with the receiving water <br /> flow monitoring. Currently, no continuous receiving water flow monitoring device has been <br /> located at the effluent discharge point in Old River. The City of Tracy will need to assess the best <br /> way of measuring the flows in Old River. <br /> Sludge Management <br /> The City of Tracy has a Sludge Management Plan (March 1991) which describes the use of their <br /> dried sludge for agronomically applying it to land at an offsite farm. The actual offsite land <br /> application rates and procedures are regulated under separate waste discharge requirements issued <br /> by the Board. <br /> This permit requires annual testing of the dried sludge to indicate compliance with the maximum 40 <br /> CFR 503 constituent limit requirements for land application, although additional testing may be <br /> required by USEPA. A new Sludge Management Plan is also required to be prepared which <br /> discusses the site specific sludge management practices utilized at the Waste Water Treatment <br /> Plant. <br /> Pretreatment Program <br /> The City of Tracy has a Pretreatment Ordinance in place which establishes Local Limits for <br /> industrial users. In May 1992 the US EPA and Regional Board staff conducted an audit of the <br /> City's Pretreatment Program. The audit revealed numerous deficiencies in the pretreatment <br /> program including inadequate control mechanism, inadequate local ordinances, and non-technically <br /> based local limits. The Pretreatment Ordinance and local limits are in the process of being updated. <br /> This Order requires the updated ordinance and local limits to be approved by 15 February 1996 and <br /> to be implemented immediately for all new industrial users. <br /> Ground Water Monitoring <br /> Quarterly ground water monitoring will be required around the five industrial holding ponds. The <br /> industrial ponds are shallow unlined ponds that cover an area of approximately 53 acres. The <br /> holding ponds receive influent from the Tracy area industrial users. The industrial wastewater can <br /> have low pH, high TDS and/or high BODS concentrations. <br />
