September 14, 1993
State of California
Regional Water Quality Control Board
Central Valley Region
3443 Routier Road, Suite A
Sacramento, Ca. 95827-3098
Attention: Mr. Mike Mossbacher
'EN
tm
'LHEALT11
a.' C
3 SCp 20 pH 25
Subject: 1992-1993 Sludge Post -Application Report and Annual Sludge Land
Application Report.
The Waste Discharge Requirements issued to the City of Tracy require that a post -
application report be submitted to your office at the end of each sludge application cycle.
It also requires the submittal of an annual report by August 30th of each year. Due to
some late weather rainfall, one of our application fields, # 19, was not sampled until
August, 1993. Results were not received until Sept. 13, 1993. Therefore, a complete
report is being submitted at the earliest opportunity. I am submitting the 1992-93 post -
application report along with the pre -application report and semi-annual monitoring
reports required of the annual report.
As you can see, the post -application report includes modifications to reflect the actual
applications. Field # 7 was planted in sugar beets instead of beans. All loadings were
still agronomic, however, and applications closely approximated what was planned.
Sludge inventory numbers are different based on the actual bulk density of the sludge and
cubic yards found present when our drying beds were cleaned, stockpiled and final
measurements made.
You can also see that all of our sludge, soils, surface water and groundwater monitoring
data meet the accepted criteria. We are presently doing the analyses required to ensure
compliance with the EPA 503 regulations.
Please contact us if you have any questions or comments about these reports or our
operation.
Sincerely,
Darrell D.
