The Plan <br /> states that objectives are to 1) develop and permit a 300 acre site near Tracy, <br /> CA. for an one-time sludge application, 2) demonstrate the utility of sludge <br /> application to local farmers, and 3) to develop the 300 acre site plus the <br /> surrounding 1700 acres (owned by K & L Farms) into a long-term sludge disposal <br /> site. The Plan addresses the one-time sludge application to the 300 acre site <br /> in detail . <br /> Once our concerns regarding the one-time application of sludge are addressed, we <br /> will approve the sludge application at the 300 acre site. The sludge should be <br /> brought directly from the sludge drying beds to the fields for application and <br /> incorporation into the soil within 48 hours as proposed by the City. We request <br /> a Technical Report by 7 September 1990 regarding our concerns on the one-time <br /> application of your sludge. <br /> With regard to long-term applications, the plan does not clearly demonstrate that <br /> there is adequate land available for the 20 year design life stated in the Plan. <br /> We request a separate Technical Report by 28 September 1990 that addresses our <br /> concerns regarding long-term, onsite storage at the site, and a time schedule for <br /> actions to implement a long-term sludge management plan for the 2000 acre site. <br /> If you have anyAuestions, Please contact Robert Evans (916) 361-5672. <br /> A*4 <br /> ANTONI J.
