This Plan presents information to support an application for <br /> land treatment of municipal sludge from the City of Tracy Wastewater Treatment Plant <br /> (WWTP) . After evaluating other disposal options, the City has decided to reuse the <br /> sludge as an soil amendment on City-owned land around New Jerusalem Airport (11 miles <br /> southeast of Tracy) . <br /> The objectives for the City's Report are 1) to develop and permit a 300 acre site near <br /> Tracy, CA for an one-time sludge application, 2) to demonstrate the utility of sludge <br /> application to local farmers, and 3) to develop the 300 acre site plus the surrounding <br /> 1700 acres (owned by K & L Farms) into a long-term sludge disposal site. maintain this <br /> site even after other application site are identified and permitted. <br /> The 300 acres of cropland at the New Jerusalem Airport is owned by the City of Tracy <br /> and is leased to K & L Farms of Tracy. K & L Farms owns the surrounding 1700 acres <br /> such that all 2000 acres are contiguous and managed by a single farming enterprise (see <br /> Attachment 1). This land has been evaluated for land treatment of the municipal <br /> sludge. The soils, ground water, and farm management program at the site have been <br /> described as well as a monitoring program. The sludge in the drying beds and digesters <br /> has also been characterized. The results of these investigations and the discussion <br /> of the impacts to water quality are presented in the Plan. <br /> SOIL CHARACTERISTICS <br /> The Report states that an on-site soils investigation for the entire 2000-acre farm was <br /> conducted during February 1990 to define the soil conditions at the site and to <br /> determine overall site suitability for long-term land application of sludge. <br /> Representative soil samples, from the proposed 300-acre sludge application site only, <br /> were collected from selected soil profiles for chemical and physical analyses. Results <br /> from the soils analyses are shown in Table 2 - Soil Analyses for New Jerusalem Airport <br /> of the Report. The Report provided the following observations regarding the laboratory <br /> analyses: <br /> 1. The soil pH and electrical conductivity (EC) values are typical of soils in <br /> the area with the surface soil pH values ranging from 6.5 to 7.2. This show <br /> no need for liming the sludge in order to stabilize surface soils at or above <br /> pH of 6.5. The EC values, showing accumulation of salts in the lower soil <br />
