West Ripon Road E '
Manteca, California 95337 '
e
Subject: Discing of Field #1
Dear Tony,
In response to our conversation a few days ago I have attempted
to contact you regarding the discing of Field #1 at the
treatment plant. In compliance with the provisions of the
NPDES Permit with the California Regional Water Quality Control
Board (CRWQCB) , it is necessary for the field to be disced
after the application of sludge. The field must be disced so
that the sludge material is incorporated into the soil. It is
necessary for us to sample the soil to determine the nitrate
concentrations and send the results to the CRWQCB this month.
We cannot provide the samples until the discing has been
completed.
I received a telephone call today from Ed Padilla who works for
the San Joaquin Department of Environmental Health. Mr.
Padilla stated that they could relax the requirements of the
county permit to. allow the sludge to be spread so that the
field did not need to be disced until the alfalfa is
harvested. Unfortunately this will not meet the requirements
of the NPDES permit.
Please arrange to have Field #1 disced immediately so that we
can proceed with the soil sampling in conformance with our
NPDES permit. Fortunately there has been less rain and the
soil is stable enough to allow the discing to proceed.
Very Truly s,
Michael F.
