West Ripon Road E ' <br /> Manteca, California 95337 ' <br /> e� <br /> Subject: Discing of Field #1 <br /> Dear Tony, <br /> In response to our conversation a few days ago I have attempted <br /> to contact you regarding the discing of Field #1 at the <br /> treatment plant. In compliance with the provisions of the <br /> NPDES Permit with the California Regional Water Quality Control <br /> Board (CRWQCB) , it is necessary for the field to be disced <br /> after the application of sludge. The field must be disced so <br /> that the sludge material is incorporated into the soil. It is <br /> necessary for us to sample the soil to determine the nitrate <br /> concentrations and send the results to the CRWQCB this month. <br /> We cannot provide the samples until the discing has been <br /> completed. <br /> I received a telephone call today from Ed Padilla who works for <br /> the San Joaquin Department of Environmental Health. Mr. <br /> Padilla stated that they could relax the requirements of the <br /> county permit to. allow the sludge to be spread so that the <br /> field did not need to be disced until the alfalfa is <br /> harvested. Unfortunately this will not meet the requirements <br /> of the NPDES permit. <br /> Please arrange to have Field #1 disced immediately so that we <br /> can proceed with the soil sampling in conformance with our <br /> NPDES permit. Fortunately there has been less rain and the <br /> soil is stable enough to allow the discing to proceed. <br /> Very Truly s, <br /> Michael F.
