A copy of the Regional Board' s letter <br /> authorizing the spreading of the sludge is attached for your <br /> information as Exhibit 1 . <br /> Also attached for your information as Exhibit 2 is a copy of <br /> Page 3 from the City' s Pre-Application Report to the Regional <br /> Board. Page 3 contains the City' s proposed sludge application <br /> program which was approved by the Regional Board. The sludge <br /> application program calls for spreading of the dried sludge on <br /> Field 3. The sludge must be disced into the surface soil <br /> layers within 48 hours of sludge application. <br /> As I 'm sure you are aware, your April 6, 1992 Lease Agreement <br /> (copy attached as Exhibit 3) with the City includes a provision <br /> beginning on page 4 requiring Dutra Farms to transport the <br /> stockpiled dried sludge, at the direction of the City, and <br /> incorporate the sludge into the soil within 48 hours after <br /> spreading. <br /> Accomplishment of this task before winter rains begin is vital <br /> to the operation of the WQCF and is mandatory for compliance <br /> with the City' s NPDES (Wastewater Discharge) Permit. For these <br /> reasons, we request that you begin spreading and' discing as <br /> soon as possible. <br /> 1001 W.
