San Joaquin Street <br /> Stockton, California 95201 <br /> Attn: Mr. James Miller <br /> Re: City of Manteca Permit to Spread Sludge <br /> Gentlemen: <br /> This letter is to inform you that I have met with City of <br /> Manteca Public Works Staff (Michael Brinton and Jim Podesta) and <br /> we have discussed my and my neighbor' s concerns with the City' s <br /> farming operation. <br /> My concern with the City' s spreading of sludge on property <br /> adjacent to mine and its affect on my and my neighbor' s health <br /> and welfare is what prompted me to file an appeal to stop San <br /> Joaquin County Public Health from issuing the City a permit to <br /> spread sludge. <br /> The City has assured the residents, in the general area of the <br /> farming operation, that their sludge spreading meets, and will <br /> continue to meet, all Federal, State and County standards. They <br /> have offered to provide me with copys of all future regulatory <br /> correspondence approving the spreading of sludge so that I can <br /> rest assured that all health measures have been complied with. <br /> The City will test the private water wells serving the five <br /> parcels along McKinley Avenue contiguous to City owned farmland <br /> over which sludge has been spread in the past. Testing will be <br /> done for the constituents required by the Regional Water Quality <br /> Control Board in the City' s Waste Discharge Requirements for <br /> Sludge Application to Land. <br /> Furthermore, the City has assured me that they will respond to <br /> any of my or my neighbor' s questions or complaints , regarding <br /> the spreading of sludge or irrigating of fields, within 24 hours <br /> of receipt of the written or verbal question or complaint. And <br /> that they will work diligently towards the solution of any <br /> problem that they have created by virtue of their farming <br /> operation. <br />
