' VI.A. 2. The City shall not approve any new industrial <br /> development that has a significant potential for <br /> adversely affecting water quality in the San Joaquin <br /> River or in the area's groundwater basin. <br /> VI.A. 3. The City shall regularly monitor water quality in city <br /> wells for evidence of toxics, saltwater intrusion, and <br /> any other contaminants. <br /> VI.A. 4. The City shall explore the potential use of surface <br /> water to augment the City's water supply. <br /> 13. Threatened or Endangered Species, 14. Critical Habitats, and <br /> 15. Environmentally Sensitive Areas: To the extent that <br /> development impacts riparian vegetation or other habitat which <br /> may be used by threatened or endangered species which have <br /> previously been mentioned, these species may be impacted. To the <br /> extent that development impacts riparian vegetation and converts <br /> agricultural land to urban uses , habitat used by Pacific Flyway <br /> waterfowl populations will be impacted. Grant conditions <br /> pertaining to riparian vegetation and agricultural land will be <br /> added to the grant. <br /> A grant amendment will be prepared in order to change the scope <br /> of the wastewater facilities construction grant project to <br /> incorporate the proposed expansion: A series of conditions will <br /> be included as part of the grant amendment and are intended to <br /> mitigate adverse environmental impacts , particularly those <br /> associated with growth accommodated by the expansion. Proposed <br /> conditions are attached herein as Appendix A. <br /> RELATIONSHIP BETWEEN SHORT-TERM USES OF MAN'S ENVIRONMENT <br /> AND THE E IANCII4ENT OF LONG-TERM PRODUCTIVITY <br /> The short-term effects of construction of the Phase II expansion <br /> will be minor since only the plant site will be affected. <br /> Long-term economic productivity of the community will be enhanced <br /> and will continue into the future. However , the conversion of <br /> potentially 1 ,311 acres of prime farmland would remove that land <br /> from agricultural production. <br /> IRREVERSIBLE AND IRRETRIEVABLE COMMITMENT OF RESOURCES <br /> This project is expected to use approximately 3. 3 million <br /> kilowatt-hours per year of electricity, and the use of chlorine <br /> for disinfection and sulfur dioxide , to neutralize the chlorine, <br /> will increase. The conversion of environmentally significant <br /> agricultural land to urban uses is considered an irreversible and <br /> irretrievable commitment of resources. <br /> 14 <br />
