January 24 , 1979 <br /> PLATTING DEPARTMENT <br /> Government Center <br /> San Andreas , CA 95249 <br /> t <br /> Re; F & W Cattle Company - Draft EIR <br /> Gentlemen <br /> In amplification of the remarks made at the public <br /> hearing on the above referenced draft Environmental Impact <br /> Report, on January 10, 1979® Stoc ton last `r;ater District sub- <br /> mits the following comments . <br /> WATER TREATMENT PL 4T <br /> Stockton Last Water District operates a water treat- <br /> ment plant at Stockton, which provides an average 20, 000 acre <br /> feet per year to the Stockton metropolitan area. The intake <br /> to this plane is located at the Dellota Weir on the Calaveras <br /> River. At various times water is released from New Hogan Dam <br /> to the river, but at other times , and particularly during the <br /> winter, all that goes into the river and thus into the water <br /> treatment plant, is runoff from the Calaveras watershed below <br /> New Hogan Dam and from tributary streams s.uch as Indian Creek. <br /> During the winter, Stockton East Water District 's <br /> water treatment plant provides 90-950 of all the doinestic potable <br /> water in t'he Stockton metropolitan area, serving nearly 180 ,000 <br /> people During the summer as much as 50% of all the domestic <br /> potable water in the Stockton metropolitan area comes from the <br /> water treatment plant. <br /> It is obviously imperative that this water supply be <br /> 6maintained at all times, and therefore imperative that the water <br /> treatment plant be on the line at all times. However, the water <br /> treatment plant can be shut down on order of the State 's Depart- <br /> ment of Public Health by a single instance of contamination be- <br /> yond acceptable limits. <br /> The plant is designed to handle certain levels of <br /> coliform bacteria and ordinary pollution; of course, it is not <br /> particularly desirable to increase the concentration of fecal <br /> products ; coliform bacteria, salts or other contamination at <br /> the intake point in any case . I1owever, and in particular, the <br /> treatment plant cannot remove nor handle viruses nor can it elim- <br /> inate toxic heavy metals .
