Page 2 - Letter to Planning Department - 1/24/79
may result in a shutdown of the water treatment plant and
,.. therefore a loss of drinking water to the Stockton metropol-
itan area. Or, it may result in adverse affects to the heal
of those drinking the water.
WATER FLOW PATH
As can be seen in the draft EIR (see map 2) the trib-
utary stream known as Indian Creek flows directly through a por-
tion of the proposed project. It is the lowest point in the
project; it is surrounded by a perched water table; any -over-
flow, spillage , drainage, runoff, rainfall, etc. , will sooner
or later find its way into that water table and Indian Creek.
Approximately 2-1/2 miles from the point where Indian Creek
crosses this project, Indian Creek flows into the Calaveras
River. Approximately two miles downstream from the point where
Indian Creek enters the Calaveras River the Bellota Weir intake
for the water treatment plant is located.
Obviously then, there is a potential for the introduc-
tion of undesirable substances or contamination into the water
treatment plant intake, if such substances are in Indian Creek.
the draft EIR does not in any manner discuss the flow path or
possible flow path or any potential contaminants into the
water treatment plant . The draft EIR does not discuss the water
treatment plant at all. The draft EIR does not discuss the pos-
sible effects of any potential contaminants on the operation of
the water treatment plant, nor the possible effect on the health
of the inhabitants of Stockton. The only reference made to
Stockton East Water District in the EIR is contained in Appendix
VIII , where the potentially massive effect of pollutants and
contaminants on the water treatment plant and the people of
the Stockton metropolitan area is dismissed in a one line state-
ment to the effect that the relatively small scale input of the
project would not affect the water treatment plant. There is
-no discussion, analysis, reporting of possible effects from
which analysis could be made, nor engineering, water flow, or
geological details on which to base that assumption, contained
in this draft EIR.
POSSIBLE CON"LIAMINANTS
There are several sources of possible contaminants
which are apparent from the discussion of the project. The
first of these is the proposed landfill. The draft EIR indica-
tes that this project would have a class II-1 landfill on it.
Briefly, a class II-1 dump can have dumped in it an extraordinary
4
