By shock loading it ios meant the pos <br /> sibility of a sudden concentration of any pol- <br /> lutant or contaminant reaching the water treat- <br /> ment intake due, for example , to flooding of <br /> Indian Creek. Indian Creek is known to flood <br /> irregularly. Many pollutants or contaminants <br /> which could be released from this project may <br /> not flow directly into Indian Creek but may <br /> build up in the soil. In the event of a flood, <br /> a massive concentration of that soil-contained <br /> buildup could be released suddenly. Similarly, <br /> each possible shock loading could result from <br /> operator errors . In connection with this, <br /> Stockton East Water District notes that the <br /> possibility of the one hundred year flood is not <br /> adequately discussed in this draft EIR. <br /> E. .. mitigation measures proposed or possible for <br /> each of the above effects . <br /> Thank you very much for the opportunity to submit <br /> these comments , and for the opportunity to speak before the <br /> Planning Commission on January 18 , 1979 .
