All contact water from the compost facility will run off compacted soil toward the south- <br /> west comer of the site and collect in a retention pond. The collected water will be either <br /> evaporated or used in the initial mixing of the compost. Excess water with acceptable <br /> water quality will be discharged to the South Fork in compliance with the applicable storm- <br /> water regulations. Excess water with unacceptable water quality for discharge to the South <br /> Fork will either be pumped into the onsite leachate evaporation pond in the North Area, or <br /> transported to a local municipal treatment facility. <br /> B. Site Location <br /> 1. Site Location Map <br /> Provide a site location map which shows the exact location of the facility <br /> and includes the names of all access roads [14 CCR 18220(a)]. Property <br /> boundaries should be delineated by township, range, and section. This map <br /> should be at a scale of at least 1:24,000 (USGS topographical quadrangle) <br /> or 75 minute map. <br /> The physical address for the Forward site is 9999 South Austin Road in San Joaquin <br /> County, California. The compost facility will be located in the southern portion of the <br /> property. The site is located in Section 3 of Township 1S, Range 7E, Mount Diablo Base- <br /> line and Meridian as shown of Figure 1.1. Access to the site is from Austin Road, a rural <br /> two-lane, paved road oriented north/south connecting Mariposa Road to the north and ulti- <br /> mately connecting with Highway 99 to the south. Direct routes to Austin Road are pro- <br /> vided by French Camp Road, Arch Road, Mariposa Road, Interstate 5, Highway 99, and <br /> Highway 120. <br /> There are three entrances to the site all from Austin Road The main entrance to the <br /> landfill is a 50-foot-wide paved road located at the northeast comer of the property. A <br /> secondary access road to the landfill is a 15-foot-wide gravel road located north of the <br /> South Fork. The entrance to the RRF and proposed compost facility is located about <br /> 1,600 feet south of the main landfill entrance, south of the South Fork. The two roads on <br /> either side of the South Fork are easement maintenance roads. Current traffic flow is not <br /> impeded during site operations. <br /> 2. Siting Considerations <br /> Review documentation to ensure siting requirements have been taken into <br /> consideration. <br /> A current site plan is shown in Figure 1.2 and the land uses within 1 mile of the property <br /> boundary is shown in Figure 1.5. <br /> In 1973, when the Use Permit for the site was approved, the zoning designation for the <br /> area was Exclusive Agriculture (EA-10). The EA-10 zoning designation allowed landfill <br /> aoa10029BOmp5/3 <br /> 9128/94 3 <br />
