development subject to a Use Permit. The San Joaquin County General Plan (San Joaquin <br /> County Planning Department, 1976 and 1992) (General Plan) designation for the landfill is <br /> GA (General Agricultural) and the zoning is AG-40 (General Agriculture, 40-acre mini- <br /> mum lot size), which also allows landfill development as a conditionally permitted use. <br /> The entire Forward site is designated as a Public Utility/Solid Waste Disposal Facility and <br /> is consistent with the General Plan and the zoning ordinances adopted pursuant to the Gen- <br /> eral Plan. The Forward site is considered a major impact facility and is operated condi- <br /> tionally in the AG-40 zone under the Use Permit. <br /> Structures Within 1,000 Feet of Site Boundaries <br /> Onsite. This section describes the ancillary facilities for the Forward site, which support <br /> efficient site operations. These facilities are shown in Figures 1.2 and 1.4. <br /> RRF Facilities Area. The RRF entrance and facilities area is where Forward personnel <br /> visually inspect each incoming recyclable load and monitor all RRF activities. This area <br /> includes the 12,000-square-foot RRF building, a portable office trailer, portable employee <br /> trailer, portable sanitary-facilities, gravel-based parking areas for employees and visitors, a <br /> trailer with spare parts, an RRF equipment, transfer truck, and storage bin area, an <br /> 8,000-gallon water tank, and a 20-gallons per minute (gpm) water production well. Incom- <br /> ing compost feedstock will also be received and inspected at the RRF facility. <br /> LandflU Entrance Facilities Area. The landfill entrance facilities area is where Forward <br /> personnel inspect the manifests and regulate all landfill vehicular activities. This area <br /> includes a portable office trailer, portable sanitary facilities, a landscaped area, asphalt- <br /> paved parking areas for employees and visitors, and a 1,000-gpm water production well. <br /> Equipment Maintenance Area and Storage Yard. The existing equipment storage area is <br /> at the landfill in WMU G-North and is fenced and equipped for routine vehicle mainte- <br /> nance and major and minor equipment repair. A complete vehicle repair service facility is <br /> maintained on site with an extensive inventory of spare parts. The equipment maintenance <br /> area includes equipment maintenance trailers and parking areas for heavy equipment. The <br /> hazardous materials storage building and safety shower are also in this area. The fenced <br /> equipment storage yard is a secured area that protects landfill equipment from vandalism. <br /> This area will be relocated as needed to facilitate site development. <br /> Bin Storage Area. The bin storage area is on the north side of the RRF <br /> 8' g , adjacent to the <br /> trailer storage. Three drop boxes from Levin Metal Corporation and drop boxes from the <br /> Delta Container Corporation are stored here on a regular basis. The Levin Metal Corpora- <br /> tion's drop boxes are usually 18 cy and 50 cy. The Delta Container Corporation's drop <br /> boxes are usually 20 cy and 40 cy. The size and quantity of drop boxes may vary. <br /> Water. Water for site operations is supplied by two on site production wells (one at the <br /> landfill entrance facilities and the other at the RRF entrance facilities).
