Compost Processing Site Design, Monitoring, and Site Improvements <br /> If the composting site is to be located on a closed landfill, adequate steps <br /> must be taken to avoid adverse impact to the closed landfill, including cover <br /> materials, monitoring systems, and any other control systems. A description <br /> of all impacts and all mitigation measures must be included in this section. <br /> Composting operations will not occur on an existing or closed landfill; however, the Com- <br /> posting Facility will be located on an area permitted for future WMUs. <br /> A. Composting Site Design <br /> This section describes the design plans required for all operational aspects <br /> of the facility f14 CCR 18220(d)J. The schematic drawings should reflect the <br /> facility layout and general dimensions of all processes utilized in the produc- <br /> tion of compost including but not limited to unloading, storage, processing, <br /> parking, and loading areas. 14 CCR 17873(x) requires that the facility <br /> design requirements set forth in this section be approved by an engineer <br /> registered by the State of California. Please review the engineering report <br /> to ensure that all the requirements in 14 CCR 17873 have been met. <br /> In addition to the design plans, a description should be provided which <br /> further describes the operations. In any case, the description should make <br /> reference to the appropriate attachment or design plan which has been <br /> included. <br /> 1. 7We Sheet <br /> Provide a title sheet with vicinity and location maps and a list of the draw- <br /> ings included in the design package. <br /> A title sheet with vicinity and location maps and a list of the drawings is included in the <br /> Exhibits section of this RCSI. <br /> 2. Site Plan <br /> The site plan should be at a scale of 1" = 200'. (Other map scales may be <br /> appropriate if the resultant map is larger than 30 x 42 inches or if it is too <br /> small to provide sufficient detail to clearly illustrate the facility layout.) <br /> Include distances to and location of hydrants/outlets for water intended for <br /> fire control and moisture for compost pileslWindrows, equipment washdown <br /> or supply. The site plan should delineate the legal property limits of the site <br /> for which clear title is held by the applicant and/or any parcels leased <br /> !14 CCR 18220(a)J. The site plan must be accurately drawn to scale and <br /> identify adjacent land uses, structures (buildings, water wells, sewage <br /> a oa10029W4.wp5/22 <br /> 9/n/94 22 <br />
