disposal systems, leach lines, power and telephone lines, canals, etc.) and <br /> easements on-site and within 1,000 feet of the site boundaries. <br /> Identify on the site plan the specific limits of the existing and planned com- <br /> posting area(s), showing relationships to property boundary lines and dis- <br /> tances to the nearest structures. <br /> A site plan is attached as Exhibit 2. <br /> In 1973, when the Use Permit for the site was approved, the zoning designation for the <br /> area was Exclusive Agriculture (EA-10). The EA-10 zoning designation allowed landfill <br /> development subject to a Use Permit. The San Joaquin County General Plan (San Joaquin <br /> County Planning Department, 1976 and 1992) (General Plan) designation for the landfill is <br /> GA (General Agricultural) and the zoning is AG-40 (General Agriculture, 40-acre min- <br /> imum lot size) (Figure 1.5), which also allows landfill development as a conditionally <br /> permitted use. The landfill (including the RRF) is designated as a Public Utility/Solid <br /> Waste Disposal Facility and is consistent with the General Plan and the zoning ordinances <br /> adopted pursuant to the-General Plan. The landfill (including the RRF) is considered a <br /> major impact facility and is operated conditionally in the AG-40 zone under the Use <br /> Permit. <br /> Structures Within 1,000 Feet of Site Boundaries <br /> Onsite. This section describes the ancillary facilities for the Forward RRF which support <br /> efficient site operations. These facilities are shown in Figures 1.2 and 1.4. <br /> RRF Facilities Area. The RRF entrance and facilities area is where Forward personnel <br /> visually inspect each incoming recyclable load and monitor all RRF activities. This area <br /> includes the 12,000-square-foot RRF building, a portable office trailer, portable employee <br /> Strailer, portable sanitary facilities, gravel-based parking areas for employees and visitors, a <br /> trailer with spare parts, an RRF equipment, transfer truck, and storage bin area, a <br /> 5,000-gallon water storage tank, and a 20-gallons per minute (gpm) water production well. <br /> Lanr&U Entrance Facilities Area. The landfill entrance facilities area is where Forward <br /> personnel inspect the manifests and regulate all landfill vehicular activities. This area <br /> includes a portable office trailer, portable sanitary facilities, a landscaped area, asphalt- <br /> paved parking spaces for the employees and visitors, and a 1,000-gpm water production <br /> well. <br /> Equipment Maintenance Area and Storage Yard. The existing equipment storage area is <br /> at the landfill in WMU G-North and is fenced and equipped for routine vehicle main- <br /> tenance and major and minor equipment repair. A complete vehicle repair service facility <br /> is maintained on site with an extensive inventory of spare parts. The equipment <br /> maintenance area includes equipment maintenance trailers and parking areas for heavy <br /> equipment.
