disposal systems, leach lines, power and telephone lines, canals, etc.) and
easements on-site and within 1,000 feet of the site boundaries.
Identify on the site plan the specific limits of the existing and planned com-
posting area(s), showing relationships to property boundary lines and dis-
tances to the nearest structures.
A site plan is attached as Exhibit 2.
In 1973, when the Use Permit for the site was approved, the zoning designation for the
area was Exclusive Agriculture (EA-10). The EA-10 zoning designation allowed landfill
development subject to a Use Permit. The San Joaquin County General Plan (San Joaquin
County Planning Department, 1976 and 1992) (General Plan) designation for the landfill is
GA (General Agricultural) and the zoning is AG-40 (General Agriculture, 40-acre min-
imum lot size) (Figure 1.5), which also allows landfill development as a conditionally
permitted use. The landfill (including the RRF) is designated as a Public Utility/Solid
Waste Disposal Facility and is consistent with the General Plan and the zoning ordinances
adopted pursuant to the-General Plan. The landfill (including the RRF) is considered a
major impact facility and is operated conditionally in the AG-40 zone under the Use
Permit.
Structures Within 1,000 Feet of Site Boundaries
Onsite. The RRF entrance and facilities area is where Forward personnel
visually inspect each incoming recyclable load and monitor all RRF activities.
