t <br /> Access. The site access plan is shown in Figure 2.1. Access to the site is from Austin <br /> Road, a rural two-lane, paved road. The access road to the RRF is located about <br /> 1,600 feet south of the landfill entrance road; south of the South Fork. There are no turn- <br /> ing lanes for traffic on Austin Road or stacking lanes within the site. <br /> Unauthorized site access is restricted by perimeter fencing and lockable gates. Signs pro- <br /> hibiting unauthorized access have been posted on the fence along the levee adjacent to the <br /> South Fork and along Austin Road at approximately 300-foot intervals. The locations of <br /> the access roads and perimeter fencing are shown in Figures 1.2 and 2.1. <br /> All truck traffic backs up to either the tipping area or wood pile (depending on the load) <br /> and drives out after dumping. The traffic flow into and out of the RRF for both incoming <br /> wastes and outgoing wastes and materials are shown in Figure 2.2. <br /> 11. Development Stages <br /> Include a schematic drawing detailing the sequence of development stages of the <br /> composting operations. <br /> A processing area at the Compost Facility will be developed as needed to manage compost- <br /> able materials being delivered to the site. Developing the Compost Facility in this manner <br /> will allow Forward initially to construct and operate the facility with a low throughput. <br /> This development plan will allow the Forward to initiate the project at the lowest possible <br /> cost and to expand as necessary to meet the demands of the Compost Facility users and the <br /> market conditions for finished compost products. <br /> 12. Engineering Report <br /> Provide an engineering report describing the processes to be used, including pollu- <br /> tion control devices and estimated quantities of feedstock, additives, and amend- <br /> ments !14 CCR 18220(b)J. <br /> Since it appears that an engineering report is not required in the new regulations, an engi- <br /> neering report has not been provided. One will be prepared, if required. <br /> 13. Amendments and Additives <br /> Indicate the amount of amendments or additives by volume. <br /> Amendments or additives will not be used in the compost process at this facility. <br /> 14. Physical Site Conditions Report <br /> Provide a report that describes the following: (1) the classification of natural soils, <br /> (2) depth to groundwater, (3) estimated maximum expected precipitation from storm <br /> a sa10029W4.wp5/36 <br /> 9/28/94 36 <br />
