on the quality and quantity of collected water. Water used in the initial mixing of the
compost will bring the water content of the compost to proper levels.
f. Landfill Sites
For landfill sates, describe or show on the plot plan the location of current and
past control and monitoring facilities.
Forward does not plan to locate the Compost Facility on an existing or closed landfill.
10. Site Access
Provide a schematic drawing that displays access to the site, traffic routing, stack-
ing lanes, loading and unloading areas, storage and processing areas, parking,
provisions for turns across traffic, gate locations, traffic routing onsite, etc.
The main entrances to the landfill and RRF and the main internal road at the landfill are
paved. Other roads used at the site are either gravel (if they will be used often or in the
near future) or dirt. Onsite roads are constructed as needed. These onsite roads will be
constructed with onsite soils, crushed asphalt or aggregate, or both. The roads are main-
tained by site personnel. Since the roads and entrance facilities area are not paved, there is
no thorough cleaning. Litter is raked/picked up. Dirt tracked onto Austin Road by vehi-
cles entering and leaving the site is cleaned up by Forward personnel. The site is graded
to provide all-weather access.
Tipping Areas. Except for "all wood" loads, all sortable incoming wastes are dumped on
the tipping floor inside the RRF building. The "all wood" loads are unloaded directly at
the wood pile.
Storage Areas. Except for aluminum and cardboard, all of the segregated materials are
temporarily stored outside the RRF in trucks and bins as shown in Figure 1.4. The wood
grinding area is approximately 15,000-square feet. Extra equipment is stored in the equip-
ment maintenance area and storage yard at the landfill. Extra parts are stored in a trailer
on the southwestern side of the RRF building. Wastes awaiting transfer into vehicles are
stored on the tipping floor until segregated. Except for glass and aluminum storage, the
empty and full storage bins and containers are stored on the north side of the RRF building
in an area approximately 7,500 square feet. The glass storage is on the southern side of
the RRF building and the aluminum is stored inside the RRF building in locked metal bins.
Parking Areas. Visitor and employee parking is on the east side of the RRF building.
The four empty transfer vehicles are parked on the north side of the RRF building, near the
entrance area. The parking area for the loaded transfer vehicles is also on the north side of
the RRF building, as shown in Figure 1.4. The vehicles used in salvaging and recycling
operations are parked on the tipping floor at night or adjacent to the RRF building and
when the RRF is not in operation.
wa10029M4.wp5/35
9/28/94 35
