Noise Control <br /> Describe how noise will be controlled to prevent health hazards to persons using the <br /> facility and to nearby residents. Include a statement as to whether noise from facil- <br /> ity operations is likely to create health hazards to persons using the site and/or to <br /> nearby residents. Indicate whether nearby residents have complained about noise <br /> from facility operations. If noise measurements representative of facility operations <br /> have been conducted, submit a copy of the results. <br /> Noise at the site includes traffic noise generated by trucks and other vehicles travelling on <br /> Austin Road to the landfill and RRF and noise generated by the equipment used in landfill <br /> and RRF operations. Noise levels of on site equipment are controlled by proper mainte- <br /> nance of mufflers to factory specifications. Noise levels have not been a problem at the <br /> site, based on the absence of formal complaints. However, because of the increased vol- <br /> ume of traffic under the proposed permit waste quantity limits, one of the mitigation mea- <br /> sures identified in the EIR was to provide the landowner and tenant at 9640 Austin Road <br /> with the option of a constructing a sound wall on their property to reduce noise exposure <br /> both in the front yard and inside the house if they request it within 5 years after the <br /> approval of Use Permit U-91-12. <br /> Noise levels are not likely to create health hazards to persons using the site due to the use <br /> of mufflers on heavy equipment. Protective ear wear is provided to all employees. Due to <br /> the remote location of the site, noise levels are not likely to create health hazards to nearby <br /> residents. <br /> In general, the major sources of noise at the Compost Facility/RRF w1 <br /> 11 be the gender and <br /> the Windrow turner, if used. These machines typically produce sound levels in the range <br /> of 85 to 90 decibels. Since the estimated sound level at 200 feet is approximately that of <br /> the human voice during normal conversation, noise should not be a health hazard to per- <br /> sons working 200 feet from the equipment.' A noise level study conducted for a tub <br /> grinder manufacturer shows the following sound pressure levels: within 50 feet, <br /> 85.2 decibels; within 100 feet, 78.4 decibels; and within 200 feet, 73.5 decibels. <br /> 'Irwin,J.
