Due to the site's remote location, the noise produced will not create an offsite concern; <br /> therefore, no special noise control devices will be needed at the RRF. All onsite personnel <br /> will be provided with ear protection. <br /> 4. Dust Control <br /> Describe measures to minimize the creation of dust. <br /> Dust is controlled at the site by (1) proper maintenance of haul roads (paving, grading, and <br /> applying a dust suppressant) and (2) by limiting the speed of all on site vehicles to 10 miles <br /> per hour. Water can be sprayed to control dust further, if necessary. For dust control <br /> purposes, surface-water runoff or on site well water will be applied to all main access and <br /> haul roads. <br /> Dirt roads and areas between active compost will be watered as necessary to minimize dust <br /> when equipment use the roads/areas. Proper management of the moisture level of the <br /> compost materials throughout the operation will minimize dust generation. The likelihood <br /> of dust problems from the initial receiving, grinding, and compost pile formation and turn- <br /> ing is low. The active compost will be monitored for moisture content, and water will be <br /> added when needed. <br /> Dust generation at composting facilities occurs primarily during screening operations. In <br /> order to mitigate this, the trommel screen may be equipped with canvas covers or water <br /> mist to minimize fugitive dust. Compost Facility operating personnel will be provided with <br /> goggles and respirators. <br /> S. Litter Control <br /> Describe the planned collection frequency of litter and loose materials.to meet the <br /> objective of preventing the accumulation of quantities which are aesthetically ob- <br /> jectionable or cause other problems. <br /> Incoming loads are sorted inside the RRF building. A debris collection fence is used to <br /> catch any wind blown debris. The RRF is cleaned daily by site personnel to remove any <br /> litter on the property and minimize the possibility of off-site littering. <br /> Forward will continue the current daily litter collection program to minimize the impact of <br /> litter on the site and on the surrounding area. Forward personnel will regularly patrol the <br /> site and both sides of Austin Road to pick up any litter blown from approaching vehicles <br /> and the working face. Additionally, portable litter fences will be placed downwind of the <br /> working face. Litter caught on the fences will be removed daily or as necessary. All on <br /> site containers are covered and all incoming loads are required to be covered. Crews are <br /> assigned to collect litter in remote areas of the site during periods in which weather condi- <br /> tions cause litter to accumulate in these areas and along South Austin Road. <br /> wa10029B5C.wp5ni <br /> 9/29/94 71 <br />
