PG&E provides the primary electric service to the site. Electric power is provided to the <br /> office trailers and on site pumping facilities. There is also night/security lighting at the <br /> landfill and RRF entrances and on the RRF building. <br /> The landfill has portable generators, in case of an emergency or night lighting. In addi- <br /> tion, the landfill uses portable lights for operations after dark (i.e., in the winter). <br /> Composting operations will not be conducted at night. <br /> E. Fire Fighting Equipment <br /> Describe provisions for ensuring that facility personnel have properly maintained <br /> fire fighting equipment available at all times in sufficient quantities and located as <br /> required by the local fire Forward, Inc. and LEA. Show locations on a site plan. <br /> Forward has a number of site and personal safety procedures in place as detailed in their <br /> Contingency Plan. The following equipment and systems have been installed at the site to <br /> prevent and control accidental ignition of combustible materials at the RRF: <br /> • Fire extinguishers—inspected daily and recharged as necessary <br /> • Annual fire inspections by the Manteca-Lathrop Fire Department <br /> • A dirt supply is kept near the working face to smother a potential fire <br /> • Two water trucks are available <br /> • Emergency 4-1/2-inch fire hose hook up in the southeast comer of the land- <br /> fill, north of the South Fork and a 2 1/2-inch fire hose hook up in the north- <br /> east comer of the site for the fire department <br /> • Knoxbox outside the landfill main entrance with keys to the main gate, land- <br /> fill office, RRF office, and fire box <br /> Regular maintenance, inspection, and housekeeping procedures are conducted. Emergency <br /> equipment operating instructions, escape routes, emergency response (including a separate <br /> section on ACM) and evacuation procedures are identified in the Contingency Plan. <br /> The landfill and RRF equipment and vehicles are maintained to prevent fires by frequently <br /> removing debris and dust from undercarriages and engine compartments and checking for, <br /> and repairing, oil and fuel leaks. Portable fire extinguishers are provided on all heavy <br /> equipment vehicles, in both office trailers, and in the equipment maintenance building at <br /> the landfill. Landfill personnel are trained to perform initial fire suppression activities <br /> using appropriate site equipment, stockpiled soil cover, and water. Water storage facilities <br /> consist of the primary 1,000-gpm on site production well located adjacent to the landfill <br /> wa 1OO29B67.wps/81 <br /> 9/29/94 81 <br />
