entrance and a 20-gpm on site production well located by the RRF. In addition, a <br /> 8,000-gallon water tank is located near the wood pile at the RRF. <br /> In addition to measures taken at the facility to ensure an adequate landfill perimeter clear- <br /> ance, the site is traversed by the South Fork which creates a natural fire break. <br /> The locations of the fire water storage tank and fire extinguisher are shown on Exhibit 2. <br /> F. Protection of Users <br /> Describe design, construction and operational controls for ensuring that contact <br /> between users and solid wastes is minimized. Regulations require that railing, <br /> curbs, grates, and fences be provided as necessary to adequately protect the public <br /> and facility personnel. If signs will be used, describe them. <br /> The operator and general laborers oversee the unloading of all incoming loads. The few <br /> public customers that the RRF does have are not allowed in any other area than the wood <br /> chipping area. In the wood chipping area, the customers are constantly supervised, as are <br /> all customers. There is no hazardous contact between the public and the RRF. <br /> The Compost Facility/RRF is designed so that facility users have minimum contact with <br /> processing equipment and materials. The vehicle unloading areas will be located on the <br /> opposite side of the material stockpile, so that the front-end loader will be removing mate- <br /> rial from the far side of the stockpile, away from facility users. The Compost Facility/ <br /> RRF will have signs posted to direct traffic to the stockpiles and away from other areas of <br /> the facility. The RRF will be staffed during all hours that the grinder is operating. The <br /> grinder will be equipped with a locking mechanism to prevent unauthorized use. Facility <br /> users will not be authorized to access the waste material storage area. Residues will be <br /> removed only by properly licensed parties approved by Forward. <br /> G. Safety Equipment <br /> Describe safety equipment to be provided onsite. Describe policies for ensuring that <br /> safety equipment is utilized. <br /> In addition to the fire fighting equipment the following emergency equipment is maintained <br /> at the site at all times: <br /> • Industrial first-aid kits located in the landfill office trailer, RRF office, and <br /> maintenance area <br /> • Personal protective equipment <br /> = Disposable respirators <br /> Gloves <br /> wa 1 OQ29B67.wps/82 <br /> 9/29/94 82 <br />
