0 0 <br /> MEETINGS OF SAN JOAQUIN COUNTY PUBLIC HEALTH SERVICES <br /> SOLID WASTE HEARING PANEL <br /> I. MEETING OF THE HEARING PANEL <br /> A. MEETING. The meetings of the hearing panel shall be held at such location as to be <br /> announced. <br /> B. MEETINGS TO BE OPENAND PUBLIC. All meetings of the hearing panel shall <br /> be open to the public, and all persons shall be permitted to attend any meeting of the <br /> Hearing Panel. <br /> II. OFFICERS OF THE BOARD <br /> A. CHAIRPERSON. The chairperson shall preside at all meetings of the Public Health <br /> Services Solid Waste Hearing Panel, and shall have all the powers and duties <br /> conferred upon him by law. <br /> Ill.ORDER OF BUSINESS <br /> A. QUORUM. Two (2) members of the Panel shall constitute a quorum for the <br /> transaction of business. Any action of the Panel shall require the concurrence of not <br /> less than two (2)members. <br /> B. MOTIONS. The acts of the Panel shall be expressed by motion. No motion shall <br /> have any validity or effect unless passed by the affirmative votes of a majority of the <br /> members of the Panel, two (2) members. <br /> C. ORDER OFBUSINESS. At any meeting of the Public Health Services Solid Waste <br /> Hearing Panel, the following shall be the order of business: <br /> 1. Meeting to order. <br /> 2. Flag Salute. <br /> 3. Roll call. <br /> 4. Agenda. <br /> 5. Staff Report. <br /> 6. Open to Public Comment. <br /> 7. Close of Public Comment. <br /> 8. Hearing Panel Discussion. <br /> 9. Roll call vote. <br /> 10.
