Report to San Joaquin County Public Health Services Hearing Panel <br /> June 14, 2001 <br /> To: San Joqauin County Public Health Services, Solid Waste Hearing Panel <br /> From: San Joaquin County Environmental Health Division <br /> The purpose of this public hearing is to hear proposals for exemption of Forward Inc. Cannery <br /> Waste Site from a State Solid Waste Facilities Permit. This site may be exempted from a State <br /> Permit under Title 27, California Code of Regulation(27 CCR), 21565 which states that" After <br /> a public hearing the EA may grant an exemption from the requirement that the operator of a <br /> facility obtain a permit." This hearing is to determine that this disposal site can be exempted <br /> from a Solid Waste Facility Permit based on all of the following findings: <br /> 1. The exemption is not against the public interest. <br /> 2. The quantity of solid wastes is insignificant. <br /> 3. The nature of the solid wastes poses no significant threat to health, safety, or the <br /> environment. <br /> All exempted solid waste facilities would still be permitted and inspected by the San Joaquin <br /> County Environmental Health Division(EHD) <br /> Cannery Waste Sites <br /> Cannery waste sites should not contaminate ground or surface waters, become an odor nuisance, <br /> or a source of vector breeding. Three principles of good public health practice are required for <br /> each soil spreading cannery waste operation: <br /> A. Prior to the land spreading of waste the ground must be adequately prepared to <br /> facilitate proper drying of waste materials. <br /> B. The waste material must be spread thinly one to three inches deep to promote drying <br /> and to eliminate vector breeding. Within 24 hours after spreading the waste material <br /> shall be stirred to promote drying. <br /> C. The final phase would be discing the wastes into the soil. Discing should not <br /> commence until the drying process is completed. <br /> Pagel U5 <br />
