Below is the description of Forward Inc. cannery waste site proposed for Public hearing: <br /> Forward Inc., Cannery Waste Site <br /> The subject site is located on the 9069 S. Austin Road, Stockton (see page 3). This site consists <br /> of 79.44 acres (see page 4 & 5), and the spread and disc operation will take place from July <br /> through October of 2001. The site is surrounded by wire fencing and natural boundaries. The <br /> residuals handled on the site will be primarily from the processing of peaches and tomatoes. The <br /> waste consists of whole fruits and vines, pomace, culls, and leaves. During this period <br /> approximately 200 tons of food waste will be spread per day. <br /> Cannery waste will be trucked to the site, dumped and evenly spread. It then will allow waste to <br /> dry and incorporated into the soil. This benefits the soil through the decomposition of organic <br /> matter and leads to formation of humus, which increases the soil capacity to promote plant <br /> production. The derived organic matter also promotes a more favorable soil structure. <br /> Daily records will be kept describing the loads received, location of disposal area, a log of <br /> unusual occurrences, and the removal of extraneous material. <br /> The truck will dump in rows. These rows will be spaced twenty feet apart, assisted by markers. <br /> The waste will be spread to one to three inches in depth and allowed to air dry for twelve hours. <br /> At the end of twelve hours, repeated passes are made over the material using a spring tooth <br /> cultivator. The purpose is to expose wet materials to enhance solar evaporation. This process <br /> will be repeated every twelve hours. The spring tooth cultivation shatters the dry crusts formed <br /> on the surface and exposes more surface area for drying. This shattering and exposing increases <br /> the drying of material by four to five days. <br /> A variety of trucks are used to deliver food-processing residual to site. The majority will be <br /> three-axle dump trucks, but a few will be tractor and trailer rigs. <br /> Proper evaporation will prevent anaerobic odors and will cut the life cycle of flies. A local <br /> vector control company will check weekly. The permitted facility located at 15727 N. Clements <br /> Road will be an alternate site for forward Inc. cannery waste disposal if necessary. This site has <br /> been operated since 1992 without compliant, violation or evidence of fly breeding. <br /> The recommendation is that this site be exempted from a State Solid Waste Facilities Permit and <br /> be under the jurisdiction and inspection of a County Environmental Health Permit. <br /> Page 2 of 5 <br />
