3.0 COMPOSTING FACILITY OPERATIONS <br /> If the composting facility is to be located on a closed landfill, any impacts to the closed <br /> landfill caused by the facility operation shall be described. These impacts may include <br /> increased settlement of waste, impacts to environmental control facilities, and traffic <br /> impacts. <br /> Forward does not plan to locate the Compost Facility on a closed landfill. Forward <br /> operates a landfill on land north of the South Fork. Approximately 1,000 feet north <br /> of Forward landfill is a municipal Class III landfill operated by the City of Stockton. <br /> 3.1 Introduction <br /> Include a descriptive statement of the operations conducted at the facility. Include <br /> planned hours of operation and how facility design will accommodate planned hours [14 <br /> CCR 18220(c)]. <br /> The Compost Facility will use various methods of composting. A detailed <br /> operating description is listed in the Materials Handling and Processing Operations <br /> sections of this RCSI. The landfill, RRF, and compost facility will operate between <br /> the hours of 6:00 a.m. to 6:00 p.m. Monday through Saturday. During the week, <br /> the RRF accepts materials up until 4:00 p.m. in order to process, clean up, or <br /> both, before 6:00 p.m. If necessary, the schedule may be extended to accommodate <br /> the disposal needs of the haulers. The site is closed on Sundays and four holidays per <br /> year (New Year's Day, Easter, July 4th, and Christmas). The business hours for the <br /> company office (in Stockton) are from 8:00 a.m. to 5:00 p.m. Monday through Friday. <br /> 3.2 Facility Personnel <br /> 3.2.1 Availability <br /> All employees are placed on a 6-month review period ("probation") at hire. The onsite <br /> personnel (including employees currently under review) consists of: <br /> 1 Operations manager <br /> 1 Wood grinder lead person <br /> 2 General laborers and equipment operators <br /> 1 Secretary/office trailer attendant (part-time) <br /> - Temporaries as needed <br /> The revised operations and waste stream will have no immediate effect on the number <br /> of onsite personnel. Additional personnel will be added on an as-needed basis when, and <br /> if, a demand arises.
